In March 2026, Graal-Müritz made significant decisions in the field of urban development. The focus was on the change of the planning office, the introduction of rent control, and the evaluation of several construction projects.

Urban Development in Graal-Müritz: March 2026 in Focus

The municipality of Graal-Müritz focused intensively on urban development issues in March 2026. The Committee for Construction, Urban Development Planning, Environment, and Economy met on March 10 to prepare several important decisions. The debates reflected both the current political stance on construction planning and the growing importance of housing and rent policy.

Change of Planning Office for Development Plan 18-18

A central issue was the change of the planning office for the urban development planning process for Development Plan No. 18-18 "Former Landschulheim (School for Country Life)." The previous office was not commissioned further, and instead, the planning office PILOTE Architekten Ingenieure from Nienhagen came into play.

The administration justified the decision on professional and financial grounds. While PILOTE does not have a proven track record of successful urban development plans, it is considered suitable for the specific challenges of the planning area—particularly with regard to nature conservation and coastal protection.

The planning costs are fully covered by the landowner. The municipal council approved the change on March 26.

Rent Control and Rent Index in Graal-Müritz

Another focus was the introduction of rent control in accordance with § 556d BGB (German Civil Code). The municipality decided to create a basic rent index in accordance with § 558c BGB. This rent index is not scientifically standardized, but serves as a reference guide for tenants and landlords.

Rent control limits the rent for new tenancies to a maximum of 10% above the local standard rent. Exceptions apply to new buildings constructed after 2014 or comprehensively modernized apartments. The municipality does not have monitoring responsibility, but relies on rent courts.

Although the creation of a rent index is not a legal obligation, it was seen as a strategic measure to create transparency and reduce rental disputes.

Evaluation of Construction Projects

Numerous construction projects were reviewed in the March session. The most important projects were:

New Multi-Family House in Bahnhofstraße (Train Station Street)

A project that met with rejection: The planned replacement of a beverage store with 10–15 residential units was rejected. The administration justified this with insufficient urban design, especially the proposed dual parking facilities.

Conversion of a Terrace into a Garden Room

A smaller, but approved conversion: A terrace in Schwanenbergstraße will be converted into an unheated winter garden. The project was approved with 4 yes votes.

Change of Use to Office and Residential Building

Another approved project: A residential building in Ribnitzer Straße will be converted into an office and residential building. The use of the upper floor remains residential, while the ground floor will be used for office work.

Outlook for the Future

The decisions in March 2026 show that Graal-Müritz is deliberately focusing on sustainable and transparent urban policy. The change of the planning office for Development Plan 18-18 is a step towards more professional construction planning, while the introduction of rent control aims at social justice and tenant interests.

In the future, it will be important to monitor the implementation of rent control and ensure that the basic rent index actually contributes to easing the financial burden on tenants. At the same time, the evaluation of further construction projects will remain a central focus in municipal planning.
