In the meeting of the Committee for Construction, Urban Development, and the Environment on 23.02.2026, several key decisions were made that could have long-term effects on the city's infrastructure.

Zoning Plans and Planning Procedures: Housing is the Focus

Discussions on zoning plans are a recurring topic in Pohlheim. In the meeting, three zoning procedures were initiated:

  • Residential Complex Zur Langwiese (ZP 14): A project-specific zoning plan for the district of Holzheim was approved. This plan allows for the construction of a residential complex, addressing the shortage of affordable housing.

  • Butzbacher Straße (ZP 15): The decision to draft this zoning plan is part of future planning for the district of Holzheim. The area is expected to be used for residential and commercial purposes.

  • Sports Facility Anneröder Berg (ZP 17): Another project in Hausen aims to reuse the currently unused sports area. The area is classified as green space in the land use plan, but a change is not necessary. The plan includes the use of a football field and early public involvement.

These plans demonstrate how Pohlheim intends to address the housing shortage while not neglecting environmental concerns. In particular, ZP 17 clearly illustrates the compromise between sports use and potential residential development.

"Construction Turbo" Law: Accelerating Construction Planning – with Caution

In line with the new Hessian "Construction Turbo" law (officially: Law on the Acceleration of Housing Construction and Housing Security), a general decision was made to speed up planning procedures. The law allows, for example, exemptions from zoning plan regulations and facilitates deviations from building stipulations, provided they contribute to the creation of housing.

The city of Pohlheim has decided to transfer matters related to the "Construction Turbo" law to the Magistrat until the first regular meeting of the newly elected City Council. This is a recommendation from the building authority to ensure the city's ability to act. According to the law, approval under § 36a of the Building Code is considered granted if it is not denied within three months – a provision that could cause controversy in practice.

Climate Protection and Sports Facilities: Planting and Renovation Plans

Another focus was on climate protection measures and the use of public spaces. Proposals for planting trees on the fairground in Garbenteich were discussed. The goal is to improve the microclimate by using shade-giving trees. At the same time, it is being examined whether funds from the KfW can be used for this purpose.

The renovation of the indoor swimming pool was also a central topic. The CDU faction requested a comprehensive report on the current status, as the renovation has been under discussion for years. The inter-factional working group set up is currently unable to make concrete decisions due to the lack of expert assessments. This illustrates the complexity involved in such renovation projects.

In addition, a proposal from the SPD faction was discussed regarding the use of the Bettenberg sports facility in Holzheim as a local residential construction area. The goal is to generate financial resources for the renovation of the outdoor pool and sports purposes by selling building plots. If this is not possible, a redesign of the sports facility to serve as a home stadium for FC Turabdin-Babylon Pohlheim is planned.

Overall, Pohlheim is demonstrating itself as a city actively responding to challenges such as the housing shortage, climate protection, and the provision of public resources.
