The municipality of Guxhagen adopted the 2026 budget in March 2026, featuring an investment program for the years 2025–2029. With a deficit of 4.7 million euros in the current year and a planned loan uptake of 6.88 million euros, Guxhagen is facing one of the biggest financial challenges in recent years. At the same time, investments in infrastructure and the renovation of the town hall are underway, which are crucial for the future of the municipality.

An Overview of the Financial Situation

Deficit and Budget Balance

The 2026 budget is recorded with a deficit of 4,701,416 €. Although a balanced budget was possible, the municipality had to draw on reserves. The reserves balance dropped from 549,039 € (2024) to 327,300 € (2026). The financial planning assumes that the budget will be balanced again from 2027 onward – provided that revenues and investments proceed as planned.

Tax Revenues and Levies

The business tax remains the most important source of income. In 2026, Guxhagen generates about 4.14 million euros from business taxes. In addition, the county levy, school levy, and solidarity levy together amount to 6.68 million euros – a significant financial pressure that is intensified by rising levies and declining tax revenues.

Debt and Loans

The debt level increased from 3.18 million euros (2025) to almost 5 million euros (2026). Loans from state and federal programs play a central role. In 2026, 6.88 million euros in loans are needed for investments. In addition, a loan framework of 1.798 million euros is planned, of which 1 million euros has already been allocated.

The state programs cover 5/6 of the repayment, which alleviates the financial burden on Guxhagen. Nevertheless, debt remains a central factor in financial planning.

The Investment Agenda: What is Being Built in Guxhagen?

Town Hall and Fire Station: The Largest Projects

The renovation and expansion of the town hall is the largest individual project in 2026 with a budget of 1.55 million euros. Electrical and building services work has already been awarded. The expansion of the fire station in Guxhagen costs 1.45 million euros and will be completed in 2027. Further investments include the extension of the fire station in Grebenau (2028–2029) and the renaturation of the Schwarzenbach (5.12 million euros).

Further Investments

Other projects that burden the budget are:

  • Water and sewer construction: Renovations on Hauptstraße, Söhrestraße, and Düker Grebenau.
  • Barrier-free bus stops: Cost: 700,000 €.
  • Photovoltaics at the public pool: 265,000 €.
  • Children's water play area: 52,300 €.
  • Renovation of the sports field: 922,000 €.

The total investments until 2029 amount to 25.89 million euros, which heavily strains the budget. Guxhagen is not only investing, but is also betting on long-term stability.

Digital Budget Planning and New Software

Another highlight of the 2026 budget is the introduction of new financial software, which accelerates digital administration. The 2026 budget plan will be provided exclusively digitally. In addition, asset accounting is still in the implementation phase. These measures are part of the municipality's digitalization strategy and aim to increase efficiency and transparency.

What Does the Future Look Like?

Stabilization from 2027?

The municipality expects a balanced budget from 2027, provided that tax revenues – especially business tax arrears – flow as planned. With 750,000 euros in business tax arrears in 2027 and a reserve fund of 327,000 euros, Guxhagen could achieve a balanced budget.

Critical Factors

Despite the investments and the hope for stabilization, two points of criticism remain:

  1. The rising debt level: The loan uptake must be carefully monitored to avoid falling into a debt trap.
  2. The dependency on levies: The municipality is strongly dependent on levies, which remains uncertain in the long term.

Conclusion: A Budget in Transition

Guxhagen's 2026 budget is a mixed budget of investments, deficits, and hope. The town is making strong investments in its future – in the town hall, fire department, water and sewer construction. At the same time, it has to live with a deficit and draw on reserves.

Digitalization and more transparent financial planning are positive developments. However, financial stability is strongly dependent on future tax revenues and credit policy. Guxhagen faces the challenge of making its investments financially viable – and this is only possible if the local economy grows and the business tax base remains stable.
