The comprehensive renovation of the town hall and fire station in Guxhagen was a central project for which several contracts were awarded in March. The electrical work was awarded to Elektro Schneider from Neukirchen, whose bid of 576,939.04 € gross emerged as the most cost-effective. This was significantly lower than the original cost estimate of the planning office Steyer at 1,035,936 € and the bids from competing firms such as Maustronik (586,158.40 €) and Particke (612,294.85 €).
The heating, ventilation, and sanitation (HVAC) work was also awarded: HM Haustechnik Melsungen won the contract with a bid of 580,918.85 € gross, which also fell below the planning office’s cost estimate (687,156.87 €) and was assessed as "economically and technically sufficient."
The contracts were awarded in accordance with legal requirements such as VOB/A and DIN 18382, with an open competitive procedure involving multiple participants. The bids were evaluated in terms of calculation, substance, and technical aspects, with no deficiencies or missing documents reported.
These decisions demonstrate how Guxhagen prioritizes transparency and cost-efficiency in municipal procurement, which is particularly crucial in times of limited financial resources.
Energy Policy and Construction Planning: Photovoltaic Area in Grebenau
Another central project was the 12th amendment to the zoning plan for the Grebenau cadastral area, in which a Special Area (Sondergebiet) according to § 11 BauNVO is designated. The goal is to construct a ground-mounted photovoltaic plant with a planned total connection capacity of 2 MW. This corresponds to the annual electricity production for approximately 600 households and marks a step toward climate protection and energy self-sufficiency.
The plan provides for the expansion of the plant to the east and its continued use in the event of the dismantling of existing greenhouses. The site is located in the cadastral area of Grebenau, plot 1, parcel 76/2, and is designed to minimize the impact on the existing landscape.
At the same time, the zoning plan No. 6 "Auf der Junkerseite" includes provisions regulating the installation of solar modules. Solar modules must be at least 15 meters from the outer edge of the paved road on the district road K 147. In the 20-meter construction ban zone, the erection of high buildings, garages, or transformer stations is not permitted.
Another important criterion is the obligation to dismantle: After the end of the use of the land for photovoltaics, the installations must be dismantled within 6 months and disposed of in accordance with prevailing technical standards. This ensures that the land can be restored for future agricultural use.
Public Participation and Legal Aspects
The decisions in Guxhagen were made in accordance with legal requirements, with the public as well as authorities and other public interest holders being involved. The planning documents were publicly displayed, and consultations took place in the Building and Environment Committee and the municipal council.
Furthermore, statements from authorities such as the Regional Office of Kassel, Hessen Mobil, and the District Council were considered. These statements largely contained no objections, although in some cases, references were made to species protection aspects and protective measures.
Nature conservation aspects were also taken into account. Regulations for the protection of Natura 2000 areas and compliance with the Hessian Nature Conservation Act (HeNatG) were established. In this, the municipality demonstrated sensitivity to the environmental consequences of its planning activities.
