In February 2026, the topic of youth participation came to the forefront in Hamburg-Mitte. The Youth Welfare Committee discussed how to evaluate existing formats and identify opportunities for improvement in the future.

Youth Participation in Hamburg-Mitte: Between Tradition and Innovation

In Hamburg-Mitte, a district with approximately 79,000 young people under the age of 25, the involvement of children and youth in local decision-making processes is a central issue. The Youth Welfare Committee thoroughly addressed the question of how to assess current efforts and what steps are necessary to strengthen youth participation during its meeting on 23 February 2026.

Historical Foundations and Current Challenges

The implementation agreement on child and youth participation in Hamburg-Mitte dates back to 2016. At that time, it was decided that annual reports on the implementation would be submitted. A report was created in 2018 (Drs. 21-4351), but since then, development has stalled.

In 2026, the Volt faction submitted an initiative proposal (Drs. 23-1349) to restructure youth participation. The goal is to draw a balance of existing formats and create the prerequisites for future participation models. At the same time, the Hamburg City Council is working on an overarching improvement of youth participation for the entire city, which could result in new legislative initiatives.

Existing Structures and Stakeholders

Hamburg-Mitte has a wide range of participation projects that have developed over the years. These include, for instance, the Youth Parliament Horn, which has existed since 1999 and is among the oldest in Germany, as well as participation initiatives in urban development priority areas.

A central partner is the Office for Child and Youth Participation in Hamburg, which has also been providing advice to other districts for several years. In addition, the PLING Collective, a network for participatory youth policy, supports the development of participation processes.

Key Decisions and Next Steps

During the Youth Welfare Committee meeting on 23 February, a proposal was submitted on the balance and future of youth participation. It was postponed to the next meeting to allow sufficient time for discussion.

The District Council has decided that by 30 September 2026, a comprehensive report on youth participation in Hamburg-Mitte must be submitted. This report is to address, among other things, the following aspects:

  • Funding and resources
  • Participation in projects
  • Methods and participation formats
  • Active stakeholders and participation structures
  • Framework conditions and insights for future developments

After the report is submitted, representatives from the Office for Child and Youth Participation, the PLING Collective, and the Youth Parliament Horn are to be invited to the relevant committee to jointly develop solutions.

Outlook: From Balance to Future

The discussions in the District Assembly show that youth participation in Hamburg-Mitte is not only a matter of formalities but also a central building block for a democratic future of the city.

The coming months will show how the findings of the balance are used to develop new formats – for example through digital participation platforms, stronger cooperation with schools, or greater involvement in urban development projects.

Ultimately, it is about seeing children and young people not only as part of society but as active shapers of a livable future for Hamburg-Mitte.
