Closure of Kita Elfenwiese

Kita Elfenwiese, an inclusive daycare center operated by Hamburger Elbkinder gGmbH, will close on September 1, 2026. The reasons for this decision include high renovation costs of up to 10 million euros, an existing marten infestation, and the low utilization of the site. The current location, built in the 1970s, is no longer considered modern enough to meet today's requirements for inclusive education and childcare.

Children with more severe disabilities will be accommodated in daycares on Schneverdinger Weg or Baererstraße in the future. Parents were asked to make a decision by the end of January 2026, with a transition period planned until September 2026. Staff from Kita Elfenwiese are expected to be transferred to the new locations. Although the closure is a difficult decision and Kita Elfenwiese is recognized as a unique facility, it is deemed necessary due to financial and infrastructural constraints.

Responsibility for Youth Welfare: Education Authority or Social Services?

Another central topic was the new responsibility for youth welfare, which was transferred from the Social Services Department to the Department of Education and Vocational Training. The goal of this reorganization is to bring education, childcare, and educational support closer together in order to eliminate duplicate structures and create synergies. However, the motion by the Die Linke faction to invite representatives from the Education Department to the Youth Welfare Committee remained without a concrete response, as the Department for Education, Family, and Vocational Training (BSFB) did not issue a statement and also did not send any representatives. Critics question whether the shift in responsibility actually leads to better coordination or whether it results in new structures that are not adequately communicated.

Funding of Open Youth Work

A further pressing issue is the underfunding of Open Youth Work and family support. According to reports, the planned lump sum allocations are insufficient to secure existing offers. Particularly for refugees and in Open Youth Work, there are uncertainties about the continuation of current projects. Therefore, the District Council Harburg is calling for clear answers regarding funding, sustainability, and transitional solutions to protect youth welfare work.

The preliminary budget for 2027/2028 was discussed in January 2026, with the Youth Welfare Committee preparing a statement. The district offices receive lump sum allocations that come with some flexibility. Nevertheless, the question remains whether these allocations are sufficient to meet current challenges.

Future of Youth Welfare: Participation and Projects

Another topic was the project "Democratic Participation of Children and Young People in the Municipality (DeKiJu)," which promotes exchange and active involvement of children and young people. Workshops and selection procedures are planned to include young people more strongly in local decision-making processes.
