The city of Bremerhaven has demonstrated its active role in economic and financial development in March 2026. Decisions made in the Finance and Economy Committee aim to create both short-term effects and long-term planning security. The focus areas included the promotion of innovative companies, investments in infrastructure, and the consolidation of the city’s budget.

Promotion of Innovative Companies with the „Bre-Up“ Program

The city is placing its bets on startups as drivers of growth. With the EFRE-supported program „Bre-Up“, Bremerhaven has set a clear course. In the first phase (2023–2025), a total of 10 companies were already supported with 1.476 million euros. However, there were delays due to IT problems, which is why the program could only start in August 2024.

In the second phase (2026–2028) and until 2029, additional funds of 6.45 million euros are planned. The support is provided as a non-repayable grant, with a maximum of 150,000 euros per project. In particular, in C-funding areas that focus especially on climate protection, up to 1.2 million euros can be applied for.

The city has also already approved additional obligations until 2029, which shows that it has firmly anchored the funding focus in the longer term.

Investments in Infrastructure and Urban Development

Another important topic was urban development. With the „Future Investment City Center“ fund, the city has shown that it wants to actively accompany the development of the city center. Thus, the front part of the former Karstadt building was demolished in advance, and the new construction in the north-northeast area of the New Port is in planning. The start is planned for the end of March 2026.

Another milestone is the completion of the Founders' Center for the Green Economy, which is planned for autumn 2026. In addition, a construction site marketing concept is being implemented to accompany the urban development as a positive project.

In addition to the city center, the industrial area Carsten-Lücken-Straße has also been redesigned. With an investment volume of 7.7 million euros, new accessibilities are to be created here in order to further increase the attractiveness of the area.

Budget Adjustments and Financial Security

The 2025 budget has proven to be difficult. With a preliminary deficit of 70.1 million euros, the city had to make adjustments. By drawing on third-party funds reserves and special reserves, the deficits were reduced, bringing the deficit down to 49.9 million euros.

In order not to jeopardize the federal reconstruction aid, additional funds of 5.1 million euros were proposed. These come from the third-party funds reserve (900,000 euros), the ProFiskal reserve (883,000 euros), and the tourism tax (275,000 euros).

Another important issue was the financing of the city anniversary in 2027. With total costs of 2.545 million euros and a shortfall of 2.4 million euros, the city is dependent on support from the state. A project office has been set up, and the financing via the budget item 0706.686 41-0 is secured.

Long-Term Projects and Financial Strategies

Long-term projects such as the shipyard quarter were also further advanced. The financing is secured half by the state of Bremen and half by the city. With an investment volume of up to 26.122 million euros (gross), the shipyard quarter is a central element of urban development. The ordnance clearance on the Külkeninsel is already budgeted at 350,000 euros, and the repurchase of the hereditary right costs 3.311 million euros.

For the anniversary year 2027, a marketing budget of 360,000 euros is also planned to present the city anniversary as a tourist highlight.

Outlook

Bremerhaven's financial policy in March 2026 shows a clear signature: investments in the future, stability in the budget, and support for economic impulses. With the „Bre-Up“ program, urban development, and the planning of the anniversary, the city has shown that it is able to react in the short term and plan in the long term. The challenge remains to maintain financial security, especially in the context of high investments and the need to reduce budget deficits.
