According to a report by the expert council, reliable and transparent funding is a central success factor for implementing the Climate Protection Plan.
Another project further developed in April 2026 is the "Sponge City" concept. The goal is local rainwater collection and storage to manage heavy rainfall events. Although the concept is technically and ecologically sound, the concrete implementation in districts remains open.

Furthermore, the Stresemannstraße below the ice arena is being redesigned, with around 1 million euros allocated for this. However, the expansion work on the Wiesenstraße and the Nordstraße has been delayed due to staff shortages and a lack of funds.
Finance and Projects: The Budget as a Decisive Framework
The financial situation remains a decisive framework for implementing projects. Numerous measures, such as the expansion of lighting in dark areas or the historical street lighting, could not be implemented due to a lack of funds. Nevertheless, reserves were used, for example, for the parking guidance system.
In addition, the Bremerhaven renovation award "ALTwieNEU" was carried out by the Citizens' Office for Historic Buildings, and the settlement of the urban development support area Geestemünde was noted. However, funding for the Climate Protection Action Plan remains a challenge.

While some projects are progressing as planned, others are stuck due to financial and personnel constraints.
