Culture and Education: New Directions Set

March brought clear decisions in cultural and educational policy. The Committee for Education and Culture approved several important proposals, including the School Location Plan V2 and the Implementation of the Right to Full-Day Childcare. Particularly notable was the acceptance of the Youth Parliament's motion for the Establishment of a Nightclub for Youth and the Creation of Quiet Rooms at Schools – a signal for increased youth participation and better stress management in schools.

In addition, budget cuts for the City Theater and the Philharmonic Orchestra from 2026/2027 as well as the price adjustment to match the inflation rate were noted. With these decisions, the cultural landscape of Bremerhaven will look different in the future.

Financial Policy: Budget Discipline and Investments

The Finance and Economy Committees intensively addressed budget consolidation for 2025. The preliminary budget deficit amounted to 70.056 million euros, but was reduced to 49.99 million euros through the use of reserves, thereby reaching the allowable deficit level.

In addition, investments of 197,370 euros were approved for the Hydrogen Regional Management, 144,000 euros for Location Marketing 2025, and 300,000 euros for the Maritime Days 2026. The Finance Office is also preparing a Double Budget 2026/2027 and a Consolidation Concept to enable long-term savings through structural changes.

Digitalization: Bremerhaven Becomes Smarter

The Personnel and Organization Committee provided clear impulses toward digitalization. A total of 42 online services were approved, to be implemented in cooperation with the Digitalization Office. The introduction of authentication procedures such as BundID and My Business Account, as well as the translation of services into 33 languages using the software CONWORD, are milestones in this process.

The chatbot "Hein Mück" was even expanded with a voice function to improve the digital accessibility of the city administration. These measures contribute to positioning Bremerhaven as a modern, digital municipality.

Safety and Administration: Clarity and Transparency

The Committee for Public Safety received several reports, including the PKS Statistics 2025 and the Fire Protection Needs Plan. In addition, the SPD faction's inquiry into police operations in the "Old Citizens" area was answered. 106 incidents were recorded in 2025, of which 52% led to investigations.

Another topic of discussion was the document delivery cabinet at the Central Citizen's Office, which was rejected with 50,000 euros in costs, as the administration did not consider the investment to be reasonable.

Overview and Outlook

March 2026 in Bremerhaven was characterized by clear decisions in education, culture, finances, and digitalization. The city is moving toward a consolidated financial policy, a youth-friendly cultural and educational development, and a digital administration that will be more accessible to all residents.

In April, in addition to the implementation of the approved measures, the preparation for the Maritime Days 2026 will be a focus. In addition, the Tourism Concept Report 2030 will be further developed. Residents can look forward to greater transparency and participation in these processes.
