In March 2026, Ludwigsfelde took a significant step towards sustainable and future-oriented urban development. The Development Plan 46 "Ahrensdorfer Heide – Garden City in the Rousseau Park" has not only received the approval of the relevant committees but also sparked a broad debate about the city's future. Covering an area of approximately 8.46 hectares and planning up to 450 apartment units, the project is a central pillar of the city's development.
The planning of the development plan was conducted in accordance with strict environmental and nature conservation regulations. The goal is to create housing that not only meets the needs of the population but also considers the ecological and social aspects of urban development.
Housing for All Generations – A More Diverse Settlement Structure
The "Ahrensdorfer Heide" is designed as a residential quarter for 1-2 person households – with a focus on singles, apprentices, seniors, and young couples. These groups are often overlooked in modern urban development but find a new home in this project. The development includes General Residential Zones (WA1–WA4) with a ground area ratio (GRZ) of 0.3 to 0.65 and a floor area ratio (GFZ) of 0.9 to 1.2. In the mixed-use area (MI), a building density of up to GRZ 0.8 is planned.
A special focus is placed on the design of a traffic-calmed living environment. Car traffic is largely excluded from the residential area, and parking spaces are concentrated in parking garages in the western part of the planning area. Access is provided via the Rousseauallee, the state roads L 795 and L 79, and the A 10 motorway. Public transport stops in the surrounding area ensure good connectivity to local and long-distance transport.
Environment and Nature Conservation – Integration into the Landscape
Urban development in Ludwigsfelde is not only focused on people but also on protecting natural assets. Comprehensive environmental assessments and impact evaluations were carried out in the planning of the development plan. The development plan is located in close proximity to protected areas such as the nature park, the landscape protection area (LSG), the nature conservation area (NSG), the Natura 2000 site (FFH area), and the bird protection area (SPA). Although the planning area itself is not within a protected area, extensive measures have been taken to protect biodiversity.
Habitat compensations for the sand lizard and the heath nightjar have been planned, and protection measures for breeding birds and reptiles are part of the planning. Construction site clearances are carried out outside the breeding season, and during construction, reptile protection fences and bat boxes will be installed. The forest area affected by the planning will be compensated for through new afforestation.
Rainwater Management and Climate Protection – Sustainability as a Core Element
Another central element of the planning is rainwater management. A decentralized, small-scale infiltration concept is intended to minimize the land requirements for infiltration facilities. Green roofs, permeable surfaces, and retention basins are key measures in this context. The sealing of the soil, which is projected to be 37–38.6% for the planning area, is consciously kept to a minimum.
In addition, climate adaptation is integrated into the planning process. The goal is to protect cold air generation areas and minimize urban heat island effects. The planning also considers the preservation of biotopes and green connections to maintain the ecological function of the site.
Legal and Urban Planning Foundations – A Strong Framework
Development Plan 46 was not developed in isolation but is embedded in a broad urban and legal framework. It takes into account the requirements of the State Development Plan (LEP HR), the Regional Plan Havelland-Fläming 3.0, and the Landscape Framework Plan. Moreover, it is not in conflict with regional planning goals such as the legally binding substantive regional plan for wind energy use 2027.
The planning was carried out in accordance with the applicable building law regulations, particularly § 9 (1) No. 1 BauGB in conjunction with § 4 BauNVO. In addition, the emission and noise protection reference values according to 16. BImSchV and DIN 18005-1 were taken into account.
