Despite rising tax revenues, the city of Ludwigsfelde remains reliant on reserves due to the overall budget deficit. Revenues from private legal services, such as lease premium payments, also increase, contributing to the mitigation of the deficit.

Investment activity in Ludwigsfelde has significantly declined in 2026. The investment balance amounts to –18.316 million euros to –71.658 million euros for the years 2026–2028. Nevertheless, important construction projects are planned, such as the completion of the new fire station in Siethen and the renovation of Potsdamer Straße. In school construction, two new primary schools are being built, with the investment volume for construction projects alone reaching up to 97.5 million euros.

Investments are also being made in the areas of culture and education: The music and art school as well as the library receive budgets that include investments in buildings and equipment. The districts also benefit from budget allocations used for cultural and social projects.

District Budget Allocations and Financial Planning

District budget allocations for 2026 range from 4,300 euros (Schiaß) to 14,900 euros (Genshagen). These funds are primarily intended for cultural and social projects. Ludwigsfelde's financial planning is long-term, with the funding balance for 2029 expected to be positive at +58.5 million euros. The goal is to increase business tax revenues in the long term through investments in commercial land and infrastructure.

Staff and Administrative Costs

Personnel costs for 2026 amount to 30.568 million euros, with no contributions to pension and subsidy reserves. The number of staff remains largely stable, but costs increase slightly due to wage agreements. Deficits arise in the sub-budgets for legal affairs and personnel management, but these remain within the overall budget planning framework.

The financial situation of Ludwigsfelde is characterized by a high investment need and a deficit cushioned by reserves.
