The city plans investments in important infrastructure projects, including the new construction of the Genshagen daycare center (KiTa) and the renovation of Ludwigsfelder Straße – both of which are still in the planning phase.

With an available financial asset of 43.426 million euros at the beginning of the fiscal year and a reduction of the cash balance by 30.488 million euros, Ludwigsfelde will invest in the future in 2026, but will also have to cope with financial constraints. But how did the deficit arise and which projects are a priority?


Deficit of 15.9 Million Euros – Financing through Reserves

Ludwigsfelde started the year 2026 with a deficit of 15.898 million euros. This deficit is not new, but follows the budget development of previous years, in which reserves were accumulated. The city has decided to use these reserves not for investments, but exceptionally to compensate for the deficit.

This means: The city will not develop a financial security concept – as required in other cities in Brandenburg. This approach, however, is not without consequences. The city is currently funding itself from its own reserves, which were created through positive budget surpluses in previous years. Criticism from the local advisory councils is clear: Citizens want more transparency and greater involvement in financial planning, especially for projects that cannot be fully implemented.


Investments in Schools and Streets – Planning Before Construction

The investment planning for 2026 is narrowly defined. The budget includes only planning costs for the new construction of the Genshagen daycare center and the renovation of Ludwigsfelder Straße. The construction measures themselves are not included. This has caused dissatisfaction in the local advisory councils, especially in Genshagen. There, the local advisory council suggested conducting a site visit with responsible officials before the budget was passed to make the planning status transparent.

The investment planning is also closely tied to state programs and grants. For example, the city plans the construction of a three-field sports hall on Anton-Saefkow-Ring and the merging of the Theodor-Fontane-Gymnasium, which depends on funding through grants. Thus, the city is strongly dependent on external factors in its planning, which involves risks.


Financial Tensions: Deficits in Detail

The financial situation of the city is not only characterized by the overall deficit, but also by deficits in individual product areas. For example, the following areas show a negative result:

  • Urban Development (Deficit: -278,300 €)
  • Building and Land Management (Deficit: -128,300 €)
  • Economic Development (Deficit: -585,300 €)

These deficits are mainly due to rising personnel costs and investments. The city plans to increase the number of staff positions in economic development from 3.52 to 7.02 full-time equivalents, leading to higher expenses. In addition, investments in IT and digitalization are planned, which, while sensible in the long term, cause short-term costs.


Citizen Participation and Budget Discussion

Citizen participation is a central aspect in Ludwigsfelde. The budget plan was publicly discussed in the local advisory councils of Genshagen, Mietgendorf, and Ahrensdorf. In Genshagen, residents and the local advisory council expressed dissatisfaction with the lack of transparency and the missing construction costs for the daycare center. The local advisory council requested a site visit with responsible officials, in order to better understand the planning situation.

However, there was a participation ban under § 22 BbgKVerf in several committees. This ban restricts the participation of citizens in certain decision-making processes, which has drawn criticism from the population. Despite this, the city has tried to involve citizens, especially through reports on the current status of the budget plan.


Local Budget: Only 500 Euros per Local District

The current status of the local budget is relatively low at 500 euros per local district (Genshagen and Mietgendorf). There were no new applications for the local budget, and the reports on the current status remained financially neutral. The city has indicated that it does not plan any further financial changes, which has caused dissatisfaction in the local districts. Residents expect the local budget to be used to support local projects, such as village festivals or green space maintenance.
