2025 Budget Analysis: Revenues Rise, but Risks Remain

April 2026 was marked by an intense discussion of the financial situation in Cottbus. According to the 2025 annual analysis report, the city recorded an overall improvement of +19.7 million euros, with an additional 13.8 million euros contributed by emergency medical service fees. Overall, the city earned 33.5 million euros more than planned—impressive results driven by increased business tax revenues (+7.6 million euros) and reduced waste management costs (-0.4 million euros).

Despite these positive outcomes, challenges remained. Provisions for potential financial burdens related to norm conformity procedures were considered. Additionally, some investments proved less profitable, particularly the fees from the fire department and emergency services, which were 12.3 million euros below the planned budget. As a result, the city must continue to plan carefully in 2026 and take potential risks into account.

Investments and Liquidity: Caution in Planning and Implementation

Another focus was the analysis of investment measures and the city’s liquidity. Overall, the liquidity level remained stable, although deficits were recorded in individual months, especially during the transition period between 2024 and 2025. The city also recorded revenues from the release of reserves and from operations and settlements from 2024.

The investment budget showed that some projects were delayed, and total credit authorizations of 25.2 million euros (14.7 million euros from 2024 and 10.5 million euros from 2025) were carried over into 2026. Particularly noteworthy is the Seeachse Cycle Path, for which 3.3 million euros in remaining credit authorizations were transferred. These delays demonstrate that investment planning in Cottbus is sensitive to external factors such as construction delays or lack of financing.

CO₂-Neutral Transport Policy: Strategy Paper as a Central Milestone

In addition to the budget situation, transport policy was also a focal point. In April 2026, it was decided that Cottbusverkehr GmbH should develop a strategy paper for the gradual transition to CO₂-neutral drive technologies. This paper is to be based on the Clean Vehicle Directive (Clean Vehicles Procurement Act) and will examine technology-neutral options such as battery-electric systems, hybrid solutions, or synthetic fuels.

A central goal is to analyze the impact on the city’s annual operating costs and to develop a financially viable and ecologically sensible strategy. The draft of the strategy paper is scheduled to be presented to the Finance Committee on 16 June 2026, and a written draft is to be completed by the end of June 2026. Implementing this strategy is not only a milestone in Cottbus’s climate policy but also a step toward the long-term competitiveness of the city's transport company.

April 2026 was an intense month for financial planning in Cottbus. The city has created a solid foundation but must continue to invest cautiously and identify risks at an early stage. At the same time, it becomes clear that climate protection and financial policy are not mutually exclusive—on the contrary: with a well-considered strategy such as the CO₂-neutral transport policy, Cottbus can advance not only ecologically but also economically. In 2027, it will be crucial to sustainably carry forward the revenues from 2025 and further develop investments into responsible projects.
