Cottbus is facing a decisive phase in its development. The city is pursuing ambitious goals in the areas of climate neutrality, energy supply, and economic stability. At the center were the transition to CO₂-neutral drive technologies, heat planning, and the economic situation of local businesses.

CO₂-Neutral Drive Technologies in Public Transport

Cottbusverkehr GmbH (Coibusverkehr) has been tasked with developing a strategy paper for the gradual transition to CO₂-neutral drive technologies. This paper is to be completed by 30.06.2026 and will include politically guided evaluations of technological options. The aim is to create planning security for the coming years while simultaneously analyzing economic and ecological impacts.

The current vehicle fleet, including the eleven new hydrogen buses, allows for replacement procurement to still be carried out as diesel vehicles until 2030. However, a decision must be made by then on whether battery, hydrogen, or other drive technologies will be used. The city wants to remain flexible and take legal and economic framework conditions into account.

This strategy is part of the city's broader climate and environmental initiatives, which also include heat planning. Both measures are closely interlinked and contribute to Cottbus's long-term sustainability.

Heat Planning as a Strategic Instrument

The heat plan for Cottbus is a central component of energy policy. According to federal law, all cities must submit a heat plan by 30.06.2028 at the latest. This plan is a strategic instrument to make heat supply climate-neutral by 2045. The Wärmemarktboutique, an external consulting firm, supports the city in this effort.

The current heat demand in Cottbus amounts to 671 GWh, with district heating already accounting for 44%. The gas network covers nearly 34% of the energy supply. The planning includes an inventory analysis, potential analyses, and the development of target scenarios. Particular attention is paid to the integration of decentralized heating solutions and the use of Digital Twins.

An important aspect is economic viability. Whether and how a heat network is converted depends heavily on political decisions and financial framework conditions. It should also be noted that heat planning does not imply a binding connection guarantee for buildings or districts. Private property owners remain largely unaffected.

Economic Situation and Business Succession

The economy in Cottbus is in motion. In 2025, there were 5,677 companies, of which 529 were newly founded and 479 closed. The Chamber of Commerce and Industry (IHK) Cottbus, which regularly conducts surveys on economic development, identified several risks: shortage of skilled workers, high labor costs, and volatile energy and raw material prices. In addition, economic policy framework conditions and domestic sales play a major role.

Another central topic is business succession. According to surveys by the IHK Cottbus, finding a suitable successor or buyer remains a major challenge for 59% of companies. The challenges in the handover range from legal complexity to tax and economic issues. Particularly the financing and the future orientation of the company are decisive.
