In April 2026, Rosenheim was marked by change, investment, and planning. Numerous decisions shaped the month, ranging from new construction projects and council elections to climate protection measures. Here is the monthly review.

A City in Development

What Was Important This Month

  • Reorganization of Department III: A professional city council member was elected to lead Department III, ensuring greater stability and planning security.
  • VHS Tuition Adjustment 2026: The Volkshochschule (adult education center) will adjust its fees starting in the autumn term – with varying revenues per course area.
  • New Recreational Facilities and Fire Department Equipment: A recreational area under the Aicherpark Bridge will be constructed, and two new fire trucks for the volunteer fire departments in Westerndorf St. Peter and Aising have been approved.
  • Climate Protection Measures: With several construction phases along the Mangfall River and a retention basin, Rosenheim is actively preparing for flood protection.
  • Foundation and Financial Ordinances: The budgetary regulations for the city foundations and the annual report of the real estate management were passed and approved.

City Council and Personnel: Structure in Focus

The City Council met on April 29 and passed several decisions that will influence the city’s structure. The election of a professional city council member for Department III marks a milestone in stabilizing and professionalizing administrative work.

In the Personnel Committee, adjustments to the staffing plan for 2026 were approved to align the personnel situation with current challenges. In addition, preparations for the city council elections were discussed, suggesting a smooth political transition.

Urban Development: Planning and Building Permits

Important urban planning decisions were made in April. The zoning plan 210 "Industrial Area Hanserfeld – Southwest" was approved after considering comments and entered the consultation phase. Changes to zoning plan 198 "Möslstraße Center" were also decided.

Building permit procedures remained active: Preliminary approvals were granted for a new building with five residential units, a townhouse, and a rescue station. In addition, several land use plan amendments were approved to advance urban development.

Climate Protection and Environment: Investment in the Future

The Committee for Environment, Energy, and Climate Protection intensively discussed flood protection measures. Four construction phases along the Mangfall River are planned with a total investment of over 18 million euros. Additionally, the retention basin in Feldolling will be factored into the planning with a climate factor of 15%.

Decisions were also made regarding the protection regulations for green areas along the Mangfall River: Additional rules regarding lighting, fire pits, and events were enacted to further strengthen protection.

Finance and Real Estate: Stability Despite Uncertainties

The self-administered real estate management company recorded a profit of 1.87 million euros in 2024, after a loss in the previous year. The financial situation is assessed as good, although there were deviations between planned and actual results, particularly due to delayed property sales.

The budgetary regulation for the city foundations was passed, with releases for several foundations. However, the Josef-Gartner Foundation shows the highest financial burden, with a deficit of 805,950 euros.

Outlook: A City in Motion

April 2026 shows a city actively developing further. Whether in urban planning, climate protection, or administration – Rosenheim is investing in the future. The adopted measures contribute to improving the quality of life for citizens and making the city fit for future challenges.
