Disability Advisory Board: New Structures for Greater Inclusion

The Disability Advisory Board of the city of Landshut is a key actor in representing and integrating people with disabilities into local politics. In March 2026, the Social Committee decided to appoint new members of the Delegated Assembly. This assembly functions as the elected representation of the advisory board and consists of up to 60 individuals – 35 proposed by associations and 25 self-nominated candidates.

In March, a total of five individuals were proposed by associations, while six associations were unable to name candidates. In addition, 15 citizens self-nominated as candidates. The term of office for the new delegates is four years, and the first meeting of the new assembly is planned for May 12, 2026, in the premises of Lebenshilfe.

The appointments are made by the Social Committee, which also ensures the recognition of the voluntary commitment of both current and new members. This structure shows how Landshut is striving to include the diversity of affected population groups into local decision-making.

Nikolausheim: Fee Increase and Social Compensation Mechanisms

The second major decision of the Social Committee concerned the Nikolausheim shelter for the homeless at Bauhofstraße 7. The shelter serves as a temporary solution for people in precarious life situations – particularly single adult men and women and childless couples. In exceptional cases, families can also be admitted.

Currently, the monthly fee for one person is 278 euros. Based on a comprehensive fee calculation, it was decided in March 2026 to increase the fee after approximately nine years to 450 euros per month. The calculation takes into account cost recovery and the principle of equivalence. The calculated accommodation-related costs per month and occupied space amount to 464.76 euros.

Despite the increase, social compensation mechanisms were also considered. Children and young people under 14 are to remain fee-free in exceptional cases. For households with multiple members, the upper fee limit is to be adjusted to the gross cold rent plus 15 % for heating costs. In addition, self-payers receive a 30 % fee reduction to avoid the need to claim essential benefits such as SGB II and SGB XII.

The Social Committee supported the amendment to the fee regulation and recommended it to the City Council for approval. The measure is part of an effort to ensure the financial sustainability of the shelter without exacerbating social hardship.
