Urban Development and Budget: Decisions for the Future
Important Political Decisions
In the 79th session of the plenary on April 24, several central topics were decided. The financial report for the first quarter of 2026 was acknowledged, with the approval of the budget assessment and loans for municipal foundations. Additionally, the fee regulation for the homeless shelter Nikolausheim was adjusted – the monthly fee per placement will increase from €278 to €450, while children under 14 years of age will remain exempt from fees.
Another important topic was the update of the land use and landscape plan for the area "PV installation and old landfill areas" (Cover Sheet 85), which was approved. The STEP 2040 process also reached the end of Phase 2, and the procedures for Phase 3 were approved.
Administrative Council: Roads and Events
On April 22, the Administrative Council convened and approved several road name changes and dedications. A part of Local Road 116 (Heiglgasse) was designated as a restricted public road, and the bicycle street between Roider-Jackl-Straße and Ochsenauweg received a new dedication. Additionally, the "Night of the Blue Wonders 2026" was approved for the night of November 7 to 8.
Building Council: Zoning Plans in Fast-Track Procedure
On April 17, the Building Council approved several zoning plans in a fast-track procedure under § 13a BauGB. New plans were established for the areas south of Wagnergasse, Gutenbergweg and Gabelsbergerstraße, as well as for the Mühleninsel. Changes were also approved for several existing zoning plans, including those in the Weilerstraße and Pflaumenweg areas.
A preliminary building notice for the construction of a residential complex with a basement garage at Troppauer Straße 20–22 was assessed under § 246e BauGB (Bauturbo). In addition, a preliminary application for construction at Papiererstraße 34 was approved.
Budget and Economy Committee: Christmas Planning and Finances
On April 14, the public session of the Budget and Economy Committee focused on the planning of the 2026 Advent City. The Art and Craft Market in the pedestrian zone will remain open daily from November 27 to December 23, with a focus on local artists and craftsmen. The total net costs for the 2026 Advent City amount to approximately €180,000.
In addition, the on-demand transport was not introduced, as the financing without subsidies is not feasible. A deficit of €352,500 would have occurred without external support.
Financing of the General Renovation
The Stiftung Hl. Geistspital was instructed to ensure the financing of the general renovation primarily through its own funds. In particular, the sale of real estate is of significance, as loans are of secondary importance and must be compatible with the long-term performance of the foundation.
Roads, Areas and Planning
In April, several roads and areas were newly dedicated or reclassified. The Heiglgasse was designated as a restricted public road, and the bicycle street between Roider-Jackl-Straße and Ochsenauweg received a new dedication. In addition, the Jenaer Straße in the industrial area of Münchnerau was newly dedicated.
These measures serve better traffic planning and the promotion of sustainable mobility. They are part of the long-term urban development strategy and contribute to the improvement of the quality of life.
Christmas Planning: Tradition Meets Innovation
Christmas planning for 2026 is well underway. In addition to the Christkindlmarkt on the Ringelstecherwiese, an Art and Craft Market is planned in the pedestrian zone. The Christmas lighting and the illuminated Christmas Town Hall are also fixed in the plan and will be financed with approximately €180,000 net. A star floor sticker path will be set up, with local businesses considered as potential sponsors.
These measures not only contribute to the festive atmosphere but also strengthen the local economy and the city's tourist appeal.
