In December 2025, the Municipal Council passed the supplementary budget for 2025. Shortly thereafter, on 02.12.2025, it rescinded this decision and submitted a revised budget regulation. A central point of this adjustment was the increase of the cash credit limit from 7 million euros to a maximum of 12 million euros. The increase was necessary to secure outstanding financial obligations, particularly during the period before the regular budget is adopted.

According to Article 69 of the Municipal Code, the municipality may take out cash credits if the regular budget has not yet been approved. The increase in the cash credit volume does not require approval by the legal supervisory authority under Article 73 of the Municipal Code. This enabled the rapid and unanimous adoption of the revised budget regulation by the Municipal Council (23 yes votes).

Investments in Sports Facilities – Funding through a Federal Program

Another important topic was the renovation of the artificial turf fields in Kirchheim and Heimstetten. The planned measures are estimated to cost a total of about 1.5 million euros. Through the federal program for the renovation of municipal sports facilities, the municipality could receive up to 675,000 euros in funding, which corresponds to a 45% funding share.

Participation in the program requires an approving resolution from the Municipal Council, which must be submitted by 31.01.2026. If the municipality is successfully included in the program, budget funds must be allocated for the years 2028 and 2029. This makes it clear that the investment in the sports facilities is not only a current project but also a long-term plan that requires budget discipline.

Financial Challenges and Future Planning

At the citizens' assembly on 27.11.2025, it became evident that the financial situation of the municipality sparked extensive discussion. A citizen explicitly asked about the debt level of the municipality, which was stated to be over 90 million euros. Although no detailed explanation of the debt situation was provided, it is clear that the financial resources are limited. This is evident, for example, in the fact that the municipality is not in a position to acquire a certain plot of land on Merowinger Straße to create affordable housing.

In addition, the municipality plans to develop a senior citizens' concept for the next 5–10 years. This will be presented to the Municipal Council in the first quarter of 2026. At the same time, a new municipal website will be introduced this year, equipped with a search function and direct access to pages. These measures show that Kirchheim is also making progress in the digital transformation – albeit under the conditions of currently limited financial resources.

Outlook: Stability and Investments Under Scrutiny

The January decisions in Kirchheim show that the municipality is consciously focusing on stability and long-term planning. While the increase in the cash credit limit is an instrument for short-term security, the municipality must also continue to make its finances transparent and carefully plan investments in the future. The renovation of the sports facilities and the senior citizens' concept are steps in this direction. At the same time, the discussion about the debt level shows that financial transparency and the explanation of budget development are crucial for the residents.
