The city of Ingolstadt faces a financial dilemma in 2026: rising costs for staff, maintenance, and energy, as well as the need to make investments in infrastructure and safety. Against this backdrop, the city administration decided in February 2026 to adjust the entrance fees for pools, ice rinks, and sports facilities. This decision raises not only financial, but also social and political questions.
Background of the Price Adjustments
The price adjustments affect all municipal pools, including the outdoor pool, indoor pools, and the sports pool with sauna. In addition, the entrance fees for the SATURN Arena and the Second Ice Rink will be increased as of August 1, 2026. The increase is due to several factors:
- Rising costs: Particularly personnel costs due to the minimum wage and tariff-related salary increases, as well as maintenance and energy costs.
- Long-term planning: The price adjustments follow a long-term strategy to ensure the financial stability of the facilities.
- Non-profit and sustainability: The city emphasizes that the increase is not purely profit-oriented, but also serves to ensure high-quality facilities.
The increase is on average 5–7%, with family tariffs and youth prices being adjusted moderately. For example, single tickets for adults increase by 7.1%, while half-year tickets for young people become 5.3% more expensive.
Impacts on Citizens and the Budget
The financial impacts of the price adjustments are double-edged. On the one hand, the city expects additional revenues of approximately 50,000 euros net from the pools and 9,000 euros net from the ice rinks. On the other hand, the increase particularly affects low-income households and families with children.
However, the city has taken measures to cushion the social impact. A special fund will be established, covering up to 20% of swimming pool tickets for socially disadvantaged families. In addition, the City Youth Council will continue to offer swimming pool tickets for children under 15 at a reduced price.
The demand development is also positive: visitor numbers increased by 31.3% from October 2024 to January 2026, resulting in a 47% increase in turnover from entrance fees. This shows that price adjustments do not necessarily lead to a decline in demand.
Long-term Perspectives and Challenges
The price adjustments are part of a broader discussion on the financing of public facilities in German cities. Ingolstadt shows here that a balance between financial stability and social responsibility is possible – although not without political and social tensions.
In the coming years, it will be crucial to communicate the price adjustments transparently, further develop social security mechanisms, and consistently ensure the quality of the facilities. Only in this way can Ingolstadt maintain its position as a livable and economically stable city.
