Structural and Financial Adjustments in Ingolstadt's Healthcare System
Healthcare in Ingolstadt is a central pillar of municipal responsibility. At the beginning of 2026, comprehensive changes were made to the allocation of responsibilities and funding. In April 2026, important decisions were made that will shape the future of the Ingolstadt Hospital Joint Venture (KHZVI) and the Ingolstadt Hospital GmbH.
New DAWI Mandate and Financial Security
A central topic was the introduction of a new mandate for services of general economic interest (DAWI) by the Ingolstadt Hospital GmbH. The new mandate replaces the one from 2024 and was adopted by the City Council in April 2026. It ensures compliance with the state aid rules for compensation payments necessary to guarantee the provision of socially mandated services.
These compensatory payments are primarily provided through a levy-based funding model by the city of Ingolstadt, the district of Oberbayern, and the Free State of Bavaria. A clear separation accounting between DAWI and competitive services is required to prevent overcompensation. In addition, reporting and audit obligations ensure transparency and verifiability of the funding.
Structural Change: Transfer of Psychiatric Care
Another key point was the transfer of psychiatric and psychosomatic care to the kbo-DAK GmbH as of January 1, 2026. This marks the exit of the district of Oberbayern from the mandate, as it does not have a statutory obligation to ensure the services of the KHZVI. This change reflects a clear division of responsibilities and enables professionally appropriate, regionally tailored care.
The Ingolstadt Hospital GmbH remains responsible for somatic care. It provides inpatient and outpatient treatments, emergency services, and rehabilitation. In addition, the hospital is an academic teaching hospital of the LMU Munich and operates training centers, a health academy, and assisted living facilities.
Revised Rules of Procedure and Internal Structure
On April 13, 2026, a public meeting of the hospital joint venture's assembly took place, where a new rules of procedure was adopted. The adjustments reflect the transfer of psychiatric care and adapt responsibilities and meeting regulations accordingly. The old rules of procedure from July 10, 2002, have thus been replaced.
The new rules of procedure regulate the responsibilities of the joint venture bodies, the legal status of the board members, and the conduct of meetings. It was adopted by a simple majority and has been in effect since April 2026. The committees Board Committee and Audit Committee will still exist until the end of 2025.
Outlook: Comprehensive Renovation and the Future of Healthcare
In addition, the Ingolstadt Hospital GmbH plans a comprehensive renovation with partial replacement construction. This is another step to ensure the medical infrastructure in the long term and to meet future requirements. Furthermore, the training of healthcare professionals remains a central task, which is to be intensified in the coming years.
Health policy in Ingolstadt is thus in a process of adjustment and consolidation. The structural changes and financial regulations are key building blocks to ensure a sustainable and high-quality medical care – even in times of demographic and financial challenges.
