Erlangen has established itself in recent years as a model city for sustainable urban development and university-adjacent infrastructure. March 2026 was a particularly active month in local construction and planning policy. Numerous decisions were made that affect the cityscape, traffic, and school construction. The focus was especially on the new lecture hall center, the adjustment of traffic influence technology, and the planning for bridge repairs in the district of "in der Reuth."

The New Lecture Hall Center: A Challenge for Building Regulations and Neighborhoods

In March 2026, the Building Committee played a decisive role in approving the lecture hall center at Henkestraße 42. The project, planned by the architectural firm a+r Architekten GmbH, is part of the special university area and serves the university's operations. The plan includes not only new lecture halls, but also a basement parking garage, a library, institute areas, and comprehensive outdoor facilities.

A central point of conflict was the exceedance of the building regulations from the zoning plan of 1968. The planned GRZ (floor area ratio) was 0.625, while the permissible GRZ is 0.8. The planned GFZ (number of floors) was 2.09, slightly above the permissible GFZ of 2.0. In addition, the building exceeds the maximum construction area of 50 meters in length. These deviations required exemptions under the Bavarian Building Code (BayBO) and the Building Ordinance (BauNVO), which were ultimately made possible through extensive prior coordination and approvals.

Another point of contention was the underground parking garage, which originally planned for 155 parking spaces but ultimately only included 42. The reduction was necessary to reduce environmental burden and to find a compromise between the university's needs and the interests of the neighborhood. Approval for the deviation from the parking space ordinance was granted via a letter dated November 21, 2024.

Traffic Influence Technology: Switching to New Frequencies for Bus Acceleration

Another important issue was the change of radio frequency for 84 traffic signal systems (LSA) in the city area. The Federal Network Agency put pressure on the city to change these frequencies, as the previous ones were no longer permissible. The affected companies include VAG Nuremberg, Infra Fürth, and ESTW.

The city plans to adjust the receivers to the new frequency to continue enabling bus acceleration. The measure is part of a larger initiative to promote climate protection through more efficient public transportation and is expected to be completed by the end of 2028. The total cost is estimated at 70,000 € for the years 2027 and 2028.

The frequency change is not only technically necessary but also politically significant, as it aims to increase the attractiveness of public transportation in Erlangen. At the same time, it brings challenges, particularly in terms of coordination with the transportation companies and the technical implementation at the junctions.

Bridge Repair in "in der Reuth": Safety in the Focus

In the district of "in der Reuth," the repair of the pedestrian and bicycle bridge over the Adenauerring is the main focus. The bridge is no longer structurally sound due to damage to the supports and must be closed at the latest by April 2026. The administration has presented three options for further use or demolition:

  • Option A (Zero Option): Completely close and demolish the bridge at the latest by April 2026 (Cost: approx. 200,000 €).
  • Option B (Simple Restoration): Extend the service life by 5–10 years, Cost: approx. 170,000 €.
  • Option C (High-quality Restoration): Extend the service life by 10–20 years, Cost: approx. 480,000 €.

The administration recommends the zero option as it is more economically and safely viable in the long term. At the same time, a replacement construction is being planned, which will use a more maintenance-friendly construction method. The estimated cost for the replacement construction is 300,000 €.

The decision is particularly important as the bridge is a central school route for children from the district. The safety of the students is therefore a central issue that was also discussed in the City Council. The Building Committee will decide on the final option on March 3, 2026.

March 2026 was a month of far-reaching decisions in Erlangen. The city is investing in innovation and infrastructure in education, transportation, and safety. At the same time, it becomes evident that the balance between construction ambitions and neighborhood interests as well as between costs and benefits must be continually re-evaluated.
