The Financial Situation of the City of Ulm – Challenges and Perspectives in March 2026

In March 2026, several financial policy decisions in Ulm were in the spotlight, influencing the city’s future viability. The city recorded high local tax revenues, while debt is rising significantly. We analyze the most important developments and their implications.

High Local Tax Revenues and Rising Debt

The City of Ulm presented itself surprisingly well financially in 2025 due to high local tax revenues. Revenue from the local business tax exceeded the plan by 28.763 million euros, with a total of 151.763 million euros collected. One-time back payments even generated 40.641 million euros. However, these additional revenues were almost entirely used to cover unexpected financial needs, including expenses in social and youth services, as well as depreciation.

Despite these positive revenues, the financial situation remains tense. Debt increased by 31 million euros to a total of 129 million euros, and a further increase is expected in 2026. If borrowing continues at the current rate, the debt ceiling of 250 million euros will be reached in the coming years. Liquidity is also being reduced further, which poses long-term risks to the city’s financial stability.

Merger of Financial Departments and Strategy Development

As part of the administrative structure reform, the departments of Budget and Finance and Taxes and Investment Management have been merged into a single Finance Department (ZSD/F). This is part of a comprehensive process to develop an overarching strategy for the Central Control and Services (ZSD) area, which will be completed by May 2026.

The strategy will also include the digitalization strategy, the personnel strategy, and the budget consolidation strategy "Fit for Future." In addition, a process to review the structures within the decentralized resource responsibility in the city administration will be completed in order to achieve efficiency gains.

Donations and Grants as Financial Support

In addition to tax revenues and borrowing, donations, gifts, and similar grants played a role in financial planning. From January 21 to February 24, 2026, numerous grants were accepted, most of which are earmarked for specific purposes. Responsibility for grants up to 150,000 euros lies with the Executive Committee, and higher amounts are decided by the City Council.

The acquisition and acceptance of such grants are the responsibility of the Mayor and the Deputy Mayors. They can therefore be a valuable financial support for specific projects or tasks, especially in a period in which liquidity is being reduced and debt is increasing.

Outlook and Challenges

The financial situation of the City of Ulm is complex and marked by several risks. The increasing debt, the reduction of liquidity, and uncertainties in tax revenue require forward-looking planning and measures to consolidate the budget. At the same time, the merger of the finance departments and the development of an overarching strategy offer opportunities to improve efficiency and transparency in financial administration.

The acceptance of donations and grants can play an important role in the future in providing urgently needed funds for specific projects. Nevertheless, it is clear that long-term solutions must be found in tax policy and investment planning in order to ensure the financial stability of the city.
