Numerous decisions in the field of urban development and construction planning were made, influencing both urban development and the social infrastructure.

The Zoning Plan "Waldhorn": Accelerated Planning for a New Residential and Commercial Area

The zoning plan "Waldhorn" is a central project that was accelerated in April 2026. It was developed under the expedited procedure of § 13a Building Code (BauGB). The goal of the plan is to revitalize the inner area of Öschelbronn and at the same time create new residential and commercial areas.

Objectives and Conditions

The planning area covers an area of approximately 0.17 hectares and is located between the Hauptstraße, Rathausstraße, and Scheuernstraße. It has been designated as an urban area (MU) according to § 6a Building Ordinance (BauNVO). Permitted uses range from residential buildings through restaurants and catering establishments to religious, cultural, and social institutions. Exceptionally, commercial and office buildings as well as retail stores are also permitted.

Construction Regulations and Environmental Standards

The planning sets clear construction boundaries. The maximum floor area ratio (GRZ) is 1.0. The wall height (WH) and eaves height (FH) are defined with maximum values of 326.50 m and 331 m above sea level (NHN). Flat roofs with a slope of up to 5° must be extensively greened, and solar collectors or photovoltaic systems are allowed.

Climate adaptation also plays a special role. Slopes at property boundaries must not exceed 45° and must be greened. Retaining walls for outdoor design must not exceed a height of 1.0 m. In addition, the use of uncoated metals for roofing is only permitted with a water law permit.

Heritage Protection and Revitalization

The zoning plan also provides for the revitalization of the historically protected former inn "Waldhorn." This building will be integrated into the new development and renovated. New buildings should harmoniously blend into the existing structures.

Building Applications: Boundary Construction, Roof Slope, and Non-Compliance with Building Lines

In addition to the planning of the zoning plan, several building applications were addressed in the April session.

New Single-Family Home with Garage – Buchenstraße 15

An application for the construction of a single-family home with a garage at Buchenstraße 15 was approved. Permission was granted for exceeding the total length of boundary construction by 5.94 m, showing that the municipality remains flexible in enabling individual construction projects.

New Residential Building with Garage – Wingertstraße 8

Another building application for a residential building with a garage at Wingertstraße 8 was also approved. Here, permission was granted for non-compliance with the building line, interruption of eaves, deviation of roof slope, and building width. This decision underlines that the municipal council considers individual construction wishes in urban planning decisions.

Addition of an Apartment – Lomersheimer Straße 5

A preliminary application for the addition of an apartment at Lomersheimer Straße 5 was approved according to variant 1. This is another example of the internal development promoted in Niefern-Öschelbronn.

Construction of the Daycare Center "Löwenzahn": Progress in Implementation

The construction of the daycare center "Löwenzahn" is another central project that further developed in April 2026. The implementation planning was carried out by schaudt architects bda, and various lots were awarded for tiling work, parquet and floor coverings, sanitary partitions, and electrical installations.

Tenders and Contracts

The tenders took place on April 1, 2026. Lots 15, 16, 18, and 3 were awarded to different companies. Lot 17 (building cleaning) was canceled due to only one bid with an unreasonably high price. The work is scheduled to be carried out in May/July 2026 and in the summer of 2026.

Fire Protection, Ventilation, and Materials

The planning also places particular emphasis on fire protection requirements, such as F30 fire-resistant, and includes ventilation systems with plate valves. Materials such as gypsum board, screed, and lime sandstone are specified, and there are clear requirements for sound insulation (e.g., Rw >= 32 dB).

Outlook: A Future-Oriented Urban Development

April 2026 has shown in Niefern-Öschelbronn that urban development here is actively and purposefully progressing. With the zoning plan "Waldhorn," a new district is being created that combines residential space, commerce, and social infrastructure.
