Governance and Administrative Decisions in Konstanz – Focus February 2026

In February 2026, Konstanz saw significant decisions in the municipal and administrative processes. Particularly noteworthy were the decisions on the sale of city-owned land, the alignment of funding plans, and the discussion on the functionality of the International Committee. This blog provides an in-depth look into the governance processes and the associated legal and municipal-political background.

Land Sales and Right of First Refusal: Transparent Decision-Making

In February 2026, the City Council of Konstanz decided to waive the right of first refusal for several city-owned plots of land. Particularly notable was the sale of the plot Flst. No. 9798 at Schleyerstraße 8, with an area of 251 m². The administration was authorized to waive the right of first refusal and, if necessary, to grant priority rights to existing mortgage rights.

The decision was made in the context of public disclosure, which took place from 03.02.2026 to 06.02.2026 at the City Hall for review. An objection to the motion was possible but did not occur. The approval was finally granted on 06.02.2026. This procedure underlines the transparency of municipal processes in Konstanz, which is supported by the legal obligation to disclose decisions.

Funding and Budget: Stability in Focus

In addition to the land decisions, the February session of the Main, Finance, and Climate Committee also focused on financial planning. During the meeting on 11.02.2026, among other things, the grant for the BioLago project 2025/2026 and requests for extraordinary budget funds for building maintenance were discussed. Particularly interesting was the amendment to the main regulation in connection with the "Bauturbo" law, which aims to accelerate approval procedures for construction projects.

The city administration placed a clear focus on stability and sustainable investments. The acceptance of donations and grants was also addressed, with particular emphasis on the transparency and proper accounting of these funds.

International Committee and Integration Policy: Challenges and Reform Proposals

Another highlight in February was the work of the International Committee. In the meeting on 24.02.2026, the challenges of placing newly arrived refugees and the city's housing concept were in the center. In addition, a motion from the FGL & GRÜNE faction was discussed, which aimed to strengthen the functionality of the International Committee. This motion, however, was ultimately withdrawn.

The discussions showed that the city of Konstanz is responding sensitively to current developments in the field of integration policy while simultaneously working on strengthening its own structures. The inclusion of citizens in political decision-making – such as through planned citizen councils – is a central milestone in this context.

Outlook: Transparency, Sustainability, and Citizen Participation

February 2026 demonstrates how transparent and structured municipal governance is in Konstanz. The administration acts with great legal clarity and relies on communication that is close to the citizens. At the same time, it becomes clear that the city pays attention not only to financial stability but also to social and integrative aspects.

In March 2026, it is expected that the topics of citizen participation and the implementation of the adopted reforms will be in the focus. The establishment of citizen councils and the implementation of the "Bauturbo" requirements will play decisive roles.
