The New Violence Protection Provider: ZGI gUG

Securing violence protection is a central pillar of social work in Heidelberg. After the fairmann gUG ended its activities at the end of 2025, a gap emerged in the work with men in the violence protection system. The city responded by founding the Center for Violence Prevention and Intervention (ZGI) gUG, which will take over perpetrator work as well as the Men's Emergency Hotline in Heidelberg starting in April 2026.

Maxim Shafiei, co-founder and managing director of ZGI, presented the new model to the Social Committee. The work of ZGI is focused on prevention, intervention, and support. The goal is to reflect on violent behavior, promote responsibility, and prevent relapses. The city will transfer 142,486 euros annually to ZGI from the existing budget, with an additional 35,620 euros available for the design and setup of the service.

The decision to establish ZGI is not only a personnel issue but also a structural step to professionalize and continuously secure work with men in the violence protection system. These measures are also in line with the Istanbul Convention and the objectives of the Federal Violence Assistance Act.

Feminist Weeks 2026: Equality Policy in Action

Another highlight in March was the establishment of the Feminist Weeks Heidelberg. This platform, which took place for the first time around International Women's Day, serves as a visible implementation of gender equality goals. Coordinated by the Office for Equal Opportunities, the Feminist Weeks offered a framework for events with changing thematic focuses from March 1 to March 16, 2026. This year's focus was on women's health, including references to the gender health gap and structural inequalities in healthcare.

A central element of the Feminist Weeks was the constitutive meeting of the Round Table on Gender Justice and Equality on March 10, 2026. The Round Table establishes a new municipal exchange and networking format intended to strengthen equality work in Heidelberg in the long term. The events were independently and free of charge organized by local partners, with the Office for Equal Opportunities providing only organizational support.

This initiative highlights how Heidelberg understands gender equality not only as a political goal, but also as practical, networked work.

Youth Vocational Agency: Support on the Way to Education and Work

Another central project established in March 2026 is the Youth Vocational Agency Heidelberg/Rhein-Neckar District. This agency, which opened on January 16, 2026, is a central contact point for young people under 28 who are on the way to education, university, or work. It is primarily operated by the Office for Young People in Heidelberg and cooperates with a wide range of partners, including the Employment Agency, the Job Center, and the Vocational Schools.

The Youth Vocational Agency is designed as a one-stop agency and offers comprehensive support – from counseling to accompaniment to onward referral. Special attention is given to young people with difficult starting conditions, for example due to psychological, financial, or health-related burdens. The agency uses existing personnel and is funded from the budget of the Office for Young People in Heidelberg, thus avoiding additional costs.

This institution shows how Heidelberg is responding to the fact that the transition to the labor market has become more complex for many young people today. With a centralized and collaborative structure, the city is responding to the challenges of labor market integration.

Outlook

Heidelberg's social policy in March 2026 is characterized by a clear orientation towards prevention, equality, and youth support. With the introduction of ZGI gUG, the work with men in the violence protection system is being restructured. The Feminist Weeks and the Round Table on Gender Justice are setting impulses for a networked gender equality policy, while the Youth Vocational Agency makes the transition to education and work easier for young people.
