In the Emmertsgrund district, a restructuring of district-level work was approved, including the assignment of a concierge model for seven years with a total budget of €1.4 million. The measure is planned to run until 2034 and is financially feasible through annual savings of €50,000.

In addition, a special grant of €96,000 was approved for the Heidelberg Volkshochschule e.V. and a total grant of €1.337 million for the Kulturhaus Karlstorbahnhof e.V.. The Committee for Culture and Education also resolved to prepare a possible application for the title of European Capital of Culture.

Citizen Participation and Gas Lamps: Open Discussions

The City Council also decided to set up a citizen participation process for the 2026 budget, aiming to make priorities more transparent.
