In February 2026, the city of Schleswig took a decisive step in urban development. The so-called "Bau-Turbo" was approved, a temporary parking lot in the city center will be built, and guidelines for urban development projects are being adapted. This blog analyzes the background, political tensions, and long-term effects of these decisions.

Accelerating Housing – Schleswig's "Bau-Turbo"

At the end of February 2026, the city of Schleswig decided to apply the so-called "Bau-Turbo" law. The goal is to reduce the housing shortage by accelerating construction processes without endangering the local image or urban structure. According to the adopted principles, new housing projects with at least 10 units must meet certain social and barrier-free requirements – for example, 20% social housing, 30% conditionally barrier-free housing, and 20% single-person housing with a maximum of 50 m².

These regulations are primarily anchored in the inner-city development concept, which identifies and utilizes areas for densification within the city center. At the same time, the outer built-up areas should remain generally free of new construction, although exceptions are possible under certain conditions.

The political debates surrounding the amendment of the Building Code 2025 ("Bau-Turbo") were intense. The amendment proposals from the CDU and the Greens showed that there were also differences within the council, particularly regarding the balance between reducing construction time and social responsibility. In the end, the principle decision was adopted with 13 votes in favor – a clear signal for accelerated housing construction in the city.

City Center Development: Parking Shortage and Temporary Solutions

Another highlight of the city's construction policy in February 2026 was the decision to build a temporary parking lot in Wiesenstraße. With construction costs of 170,000 euros and demolition costs of 55,000 euros, the project is part of the city center revitalization. The parking lot will create 69 parking spaces and will be demolished after the completion of the parking garage.

The decision comes at a time of intense city center development, in which Schleswig is reorganizing both traffic and building structures. Urban Development Promotion and Future Visions

In the Committee for Construction, Climate Protection, and the Environment, several urban development projects were further developed. For instance, the adjustment of funding principles for the Schleswig Fund and the Discretionary Fund in the renovation area of St. Jürgen was approved. These adjustments are part of the overall measure "City Reconstruction" and align with the new urban development promotion guidelines of the state of Schleswig-Holstein.

Another important topic was the reconstruction of the Gallbergmauer. The administration presented the planned reconstruction, emphasizing economic and design aspects. Likewise, the new construction of a mosque at Friedrichstraße 24/26 was discussed – a project that was moved to the non-public part of the meeting, indicating the sensitivity of the issue.

The city of Schleswig is also investing in infrastructure and climate. The Round Table on Climate Protection is being further developed, and there are plans for fiber optic expansion and a bicycle rest area in the city center. Climate protection efforts are also visible in the planning of the mosque and the Gallbergmauer – a sign that sustainability in Schleswig is not just lip service.

Conclusion: Schleswig is Building the Future

The decisions made in February 2026 show that Schleswig is deliberately orienting itself toward a future-oriented urban development. The "Bau-Turbo" provides impulses in housing construction, city center development is progressing, and climate protection efforts are being institutionalized. At the same time, the city remains sensitive to social aspects – for example, through mandatory social housing quotas or the involvement of residents in construction projects.

The coming months will show whether these impulses have long-term effects – and whether the city of Schleswig is able to implement its visions in practice. The evaluation of the Building Code amendment already after one year shows that the city not only acts but also reflects – a strength that is crucial in urban development.
