Urban Development and Construction Planning in Harrislee: What is Changing in February 2026

The municipality of Harrislee has demonstrated its active engagement in urban development and construction planning in February 2026. The Building Committee was at the center of many decisions aimed at future infrastructure as well as the preservation of natural resources. With the construction of a new swimming pool, the planning of a natural experience area, and comprehensive construction measures on streets and canals, Harrislee is clearly showing that urban development is a central aspect of municipal policy.

Zoning Plan 58: The New Swimming Pool

Zoning Plan No. 58, planned for the area north of Alt Frösleer Weg, is a central project of the comprehensive urban development initiative "Holmberg." The goal is to establish the building-planning foundations for the construction of a swimming hall. In this process, traffic access, environmental considerations, and the interests of residents are being taken into account. The preliminary draft was discussed and approved in the Building Committee, and the plan will be developed under an accelerated procedure according to § 13a of the German Building Code (BauGB). For reasons of planning security, an environmental assessment will not be carried out.

The decision to use an accelerated procedure underlines the political will to advance the project quickly. At the same time, it shows that Harrislee is willing to forego certain bureaucratic steps to avoid delays. The preliminary draft serves to coordinate with authorities and public interest stakeholders and will be publicly announced.

Natural Experience Area "Pflückwald": A Step Toward Sustainability

Another focus of the February meetings was the planning of the natural experience area "Pflückwald" along Alt Frösleer Weg. With the 54th amendment to the land-use plan, a new usage concept for this area is being presented. The planning firm GR ZWO from Flensburg has been commissioned to prepare the draft plan. The planned area covers 12 hectares, and the amendment to the land-use plan is intended to emphasize the character of the site as a natural experience area.

The planning follows the legal requirements of the BauGB and includes an early notification of authorities and the public. This is a good step to ensure transparency and to prevent potential conflicts at an early stage. The Pflückwald will therefore not only be a local recreation area but also an example of sustainable urban planning in Harrislee.

Traffic Planning and Infrastructure Measures

In addition to construction planning, traffic planning and infrastructure measures were also in focus. The Building Committee discussed the traffic situation at "Marienhölzung" and examined on-site how parking areas could be adapted. The aim is to improve traffic flow while at the same time increasing safety for pedestrians.

Several projects are planned in the area of road construction: asphalt work in Wassersleben, renewal of cycle paths in Westerstraße, surface renovations in Niehuus, and renovation measures in Kupfermühle. In the autumn of 2026, road construction work is also planned in the Holmberg area, accompanied by sewer rehabilitation and the upgrading of the Westerstraße pumping station.

These measures show that Harrislee is not only focusing on infrastructure development but also on improving quality of life through better roads, clean sewers, and modern energy supply. The investments in road and sewer construction are a central element of municipal development policy.

The February decisions show that Harrislee is positioning itself as a pioneer in urban development. With a clear focus on sustainability, transparency, and citizen participation, the municipality is setting standards. The combination of infrastructure measures, construction planning, and natural experience areas underlines that Harrislee is not only focusing on growth but also on preserving its identity.

The coming months will show whether the plans can be implemented smoothly – and whether Harrislee can truly become a model city for sustainable urban development.
