Harrislee: Urban Development and Building Committee Decisions in March 2026

In March 2026, Harrislee focused on key topics of urban development: housing supply, energy efficiency, and civic participation. The Building Committee examined the planning for a new residential construction site and the conversion of street lighting to LED.

Residential Development: Harrislee Aims to Prepare Land for Planning

The housing shortage in many municipalities is also a central issue in Harrislee. By developing planning fundamentals for the community's residential construction, the municipality is adopting a structured and sustainable approach. An area of approximately 13 hectares west of the Bürgermeister-Iversen-Bogen will be developed in several construction phases.

The development of a B-plan (building plan), an environmental report, and a site access plan up to the "preliminary draft" stage is planned. These preparatory steps are crucial for defining long-term building standards, ensuring environmental compatibility, and planning infrastructure at an early stage.

In addition, the so-called "Bauturbo" measure aims to increase the density of construction, which could reduce pressure on new land and at the same time strengthen inner development. At the Building Committee meeting on March 16, 2026, the cost estimates and explanations were presented, with a proposal for a decision being discussed.

Energy Efficiency: Conversion of Street Lighting to LED

Another focus of the Building Committee was the conversion of street lighting to LED. A total of 136 light points in eight street sections (including Himmernmoos, Westertoft, Klueshof) are to be modernized. The costs for replacing the lamp heads amount to 88,884.15 €, while the total costs for the installation with new lamps amount to 117,274.12 €.

The cost differences between replacement and new installation are approximately 208 € per light point. The conversion is not only a step toward climate neutrality, but also an investment in long-term energy efficiency and cost savings. The decision on implementation was the focus of the meeting and was clearly discussed there.

Transparency and Civic Participation: Public Meetings and Digital Accessibility

The meeting of the Building Committee on March 16, 2026, was an example of the municipality's efforts to promote transparency and civic participation. The public part of the meeting took place in the Bürgertritt of the Bürgerhaus, and the documents were already available via the citizen information system SessionNet.

While the first part of the meeting was publicly accessible, items 6 and 7 may have remained in the non-public part. This shows that even with a high demand for transparency, there are legal or administrative restrictions. Nevertheless, the offer to make documents digitally accessible is a step in the right direction to promote broader understanding and trust in local decision-making processes.

Outlook: Harrislee as a Model for Sustainable Urban Development?

The measures in March 2026 show that Harrislee is looking ahead in several aspects of urban development. The combination of housing promotion, climate protection measures, and digital accessibility could serve as a model for other municipalities. In particular, the planning for sustainable residential development is of central importance to meet the demographic change and the increasing demand for housing in the long term.

If Harrislee successfully implements the planned measures, the municipality could be considered a pioneer in the rural area in the coming years—not only in terms of energy efficiency, but also in the design of a livable and future-oriented housing structure.
