Flensburg's 2026 Budget Strategy: Investments, Fee Reforms, and Social Support in Focus
In April 2026, Flensburg made key financial decisions aimed at strengthening investments in infrastructure and social support. This blog analyzes the budget strategy, fee adjustments, and funding models for education and refugee aid.
Budget Strategy and Financial Planning in Flensburg: How the City Coordinates Investments, Fees, and Social Budgets
In April 2026, Flensburg's Finance Committee made a wide range of strategic decisions that will strongly influence the city's financial future. The topics range from investments in school construction and fee reforms to social support programs. Below, we analyze the most important decisions and their backgrounds.
Investments in Infrastructure and Culture: The German House as a Central Project
One of the largest projects of the Finance Committee is the renovation of the German House, a central cultural venue in Flensburg. With an investment volume of 25 million euros, the renovation is expected to be completed by 2030/31 in order to resume stage operations. The funding will come from the economic plan of the municipal real estate agency, and the ongoing rental costs are estimated at 1.312 million euros per year.
This investment is not only a cultural milestone but also a symbolic expression of the city's long-term planning. The costs for planning and construction are budgeted until 2027, and from 2030 onward, the operator-lease model will be used to reduce budgetary burdens. Grants are crucial to reduce ongoing rental costs.
Fee Reforms: Transparent and Cost-Covering Administrative Services
In April 2026, Flensburg passed the 3rd Supplementary Ordinance to the Administrative Fee Ordinance, which will take effect on June 1, 2026. The goal is to make administrative services more transparent and cost-covering. This includes fees for written information, certifications, or photocopies.
Some examples from the new fee schedule:
- Comprehensive written information: 17.00 €
- Certification (1st–3rd page): 3.50 €
- Copy A4 size: 1.80 €
- Fax machines: 2.50 €
These fee adjustments are not only a source of revenue but also a tool to reduce administrative workload. The city wants to offer citizens clear prices for the services they use—ranging from fire safety advice to land value information.
Social Support: Parental Contributions, Refugee Aid, and Emergency Funds
Social justice remains a central topic in Flensburg as well. The city has expanded various funds and support programs:
- Parental Contributions in Full-Day Schools: Starting August 1, 2026, the contribution for the basic module will be 129 euros per month, and for the late care module 60 euros. Social and sibling discounts remain in place, reducing financial barriers for families.
- Flensburg Refugee Aid e.V.: The city supports the association with a total of 222,000 euros per year (2026–2028), with 100,000 euros provided as unplanned funds. The association finances educational and integration measures for refugees.
- Emergency Fund for Integration: With 12,000 euros annually, Flensburg supports refugees in educational and training contexts. The funds are distributed at the association's discretion.
- Social Fund for Abortion Costs: The city finances a fund of 15,000 euros per year to provide financial support.
These programs show how Flensburg assumes social responsibility despite financial constraints.
Budget Planning and Liquidity: Challenges from Rising Interest Rates
Another important topic was the interest rate strategy and liquidity planning. Flensburg's interest burden increased in 2025 to 4.2 million euros, an increase of 7.1 percent. The forecast for 2026 shows 5.4 million euros in interest costs, meaning an increase of 1.1 million euros.
The city plans to take out cash credit in the third quarter of 2026 to stabilize liquidity. The cash credit authorization for 2026 amounts to 70,000 euros, distributed across the core budget and various special funds. The interest conditions of existing loans are set at 3.835 percent for 30 years.
Outlook: How Flensburg's Financial Strategy Will Develop Further
The decisions of the Finance Committee in April 2026 show that Flensburg is following a clear strategy: investments in infrastructure and culture, clear and transparent fee models, and social support for those in need. At the same time, the city is forced to deal with rising interest burdens and limited resources.
In 2027 and 2028, it will be particularly important to monitor the success of the current measures and make adjustments if necessary. Financial planning must remain flexible to respond to economic and social changes.
