Personnel Policy and Civic Participation

A central point of discussion was the motion submitted by the AfD faction on February 9, 2026, proposing a "silent participation" of faction representatives in job interview processes for the appointment of positions. This proposal was part of an effort to increase transparency in personnel decisions, an area that had previously led to misunderstandings. The motion was based on the Saxon Municipal Code (SächsGemO) and the city of Zwickau’s main bylaws. Although the motion was not directly debated in April, it reflected a broader discussion on participation rights in personnel matters, a topic that repeatedly arose in faction and committee meetings.

Traffic Planning: Hedgehogs, Mowing Robots, and the Rezoning of Hauptstraße

Another focus was traffic planning. The faction "Bürger für Zwickau" (BfZ) submitted a motion aimed at protective measures for hedgehogs and other nocturnal small animals. The proposal included a general administrative order by the Zwickau district, a technical review of the risks posed by mowing robots, and a public awareness campaign by the city administration. These measures illustrate how traffic and environmental issues are increasingly being addressed in an integrated manner in Zwickau.

In addition, a motion proposing the assessment of rezoning Hauptstraße into a traffic-calmed area was discussed. This motion concerned not only traffic safety, but also traffic management and parking regulations. The city administration was tasked with examining, in coordination with the responsible traffic authority, whether the street traffic legal requirements under § 45 StVO were met. The assessment also included traffic trials and focused on time-limited implementations.

Budget Structure and Financial Policy: Consolidation Under Pressure

Another central aspect was budget consolidation. The Budget Structure Concept (HSK) 2026–2029 was discussed in several committees (Finance Committee, City Council). The goal of the HSK is to achieve 41.9 million euros in budget improvements over the planning period. Consolidation is necessary because the double budget for 2025/2026 already indicates a problem: no positive balance in revenues and expenditures from regular administrative activities. Without measures, cash advances would become necessary by 2028 at the latest.

The HSK measures include, among other things, reducing voluntary services, identifying cost-saving potentials, and reviewing administrative structures. Zwickau has already established a working group in which all factions are represented. The goal is to eliminate 25 positions by 2029 to reduce personnel budgets and increase efficiency.

Governance Structure: Coordination Between Committees and Administration

Zwickau's governance structure is characterized by multiple committees, including the City Council, various committees, and local councils. This was particularly evident in April 2026 in the decision to appoint a managing director of HBK Verwaltung und Bildung gemeinnützige GmbH. The appointment of Frau Bianca Steiner was approved with the consent of the City Council and the Mayor. This demonstrates how structural decisions in Zwickau are made in close coordination between the administration and political committees.

In addition, several committees (e.g., the Economic, Environmental, and Urban Development Committee) issued recommendations aimed at the further development of the inter-municipal industrial site Zwickau-Werdau. Here, the focus was on cooperative partnerships between the cities, as well as on transport connectivity and financial participation.

Outlook: Governance 2026/2027 – Challenges Remain

Zwickau's governance structure faces numerous challenges in 2026. Budget consolidation, traffic planning, and personnel policy are just some of the topics that will be intensively discussed in the coming months. At the same time, it becomes evident how much the participation of factions and local councils—despite political differences—contributes to shaping urban development.

The upcoming debates in the City Council and committees will show whether the political forces in Zwickau are able to reach compromises to lead the city into a sustainable future—financially, in terms of traffic planning, and socially.
