Housing, Climate and Mobility: Urban Development Impulses in Leipzig in Q2 2026

Affordable housing for all: Zoning Plans No. 490 and 441

Housing remains a central topic in urban development this quarter. With the unanimously adopted Zoning Plan No. 490 for the residential area east of Karl-Mannsfeld-Straße in Lindenthal, a green and climate-conscious residential district is being created. On an area of 11 hectares, a total of 5,000 m² of gross floor space will be developed, with 30% of the apartments being rent-controlled and occupancy-bound. The goal is to develop a district suitable for different living situations and to contribute to thorough open-space planning to reduce heat. A child daycare center and other public facilities are centrally integrated into the planning.

In parallel, the Zoning Plan No. 441 for the Friedrich-Bosse-Straße residential park in Möckern was presented. Here, 210 residential units will be created, of which at least 30% are subsidized rental apartments. The planning emphasizes integrated neighborhood development – with a park-like design, barrier-free open spaces and a comprehensive stormwater management system. The former industrial site of a dyeing plant is being revitalized and integrated into the overall urban development concept.

Future mobility: Expansion of pedestrian and cycling traffic

The Mobility Strategy 2030 is another focus of municipal planning. In this quarter, important steps were taken to advance the space-saving expansion of pedestrian and cycling traffic. The Pedestrian Traffic Development Plan (FVEP) was further specified, with the aim of creating 100 new crossings by 2030 and further increasing the share of pedestrian traffic in the modal split. In addition, a proposal for a 30 km/h zone was submitted in the Friedrich-Ebert-Straße to improve road safety and reduce noise pollution.

Another project is the integration of the Tierheim and Parkring stops in Breitenfeld, where several variants are being examined to optimize turning curves. The city also plans to continue the construction of the pedestrian bridge at the Connewitz S-Bahn station – a project to be completed in 2026.

Climate-resilient city: Focus on blue-green infrastructure

As part of climate adaptation, Leipzig is increasingly relying on blue-green infrastructure. Comprehensive greening and stormwater management are planned in both zoning plans (490 and 441). In Lindenthal, a public space concept is being developed to ensure public access to green areas and contribute to heat reduction. In the Friedrich-Bosse-Straße residential park, a greened bank along the Weiße Elster is planned – a measure that contributes to habitat connectivity and also serves as a local recreational area.

The city is also active in energy and climate protection planning. In both projects, roof-top photovoltaics are planned, and use is made of renewable energy sources. The neighborhoods are also connected to the district heating network, improving the city's CO₂ balance.

Citizen participation and transparency: Keys to sustainability

A central role in this quarter is also played by citizen participation. Both zoning plans were developed in a workshop process, involving the local council and the citizens. A public participation event was held in June 2025, and the planning is published in the Leipziger Official Gazette. The city emphasizes that public participation, in accordance with the Building Code (BauGB), is a central component of urban planning.

The developments in Q2 2026 show how Leipzig is responding to future challenges: Housing for all, sustainable mobility and climate-resilient neighborhoods are the central themes. The planned projects are not only urban development, but also socially and ecologically sustainable – a milestone on the way to a livable and climate-friendly city.
