Social Affairs and Housing Policy in Leipzig: Focus on Equality and Care Quality

In February 2026, decisions and initiatives in the field of social affairs and housing took center stage in Leipzig, particularly in promoting the compatibility of family and work and strengthening equality.

Equality and Care Quality in the Focus of Social Policy in Leipzig

Social and housing policy in Leipzig is increasingly moving towards stronger integration of gender equality goals and family-friendly working conditions. In February 2026, several initiatives and reports were presented that support this development. The Consortium for Municipal Child and Youth Welfare (VKKJ) and the City-Owned Special Enterprise for Support for People with Disabilities (SEB) were central to these efforts.

Equality in Personnel Policy

The personnel structure at the VKKJ is characterized by a clear majority of female employees: 72% of all staff are women, and 88% of management positions are held by women. Despite these figures, the recruitment and retention of male professionals remain a challenge. The VKKJ is responding with a range of measures, including gender-neutral job advertisements and the involvement of equality officers in the application process.

In 2025, 44 positions for social pedagogical professionals were advertised, with 29 women and 13 men being hired. Flexible working models, such as part-time work, day jobs, and mobile work, contribute to the reconciliation of family and professional life. An example is the provision of 32 day jobs across 17 stationary services.

Occupational Health Promotion and Complaint Management

Employee health plays a central role in personnel policy at both institutions. At the VKKJ, health days with workshops on topics such as back care, stress management, and nutrition were conducted. In addition, a collaboration with providers of corporate fitness and psychosocial counseling (EAP+) has been established. A “Mental Health Coaching” program from the Fürstenberg Institute is available to all employees.

A complaint- and solution-oriented complaint management system is firmly established. Employees can contact the equality officer, the personnel committee, or trusted contacts. This system is particularly important for issues such as mobbing or discrimination. In 2025, no significant conflicts were reported to the equality officer, indicating an effective structure.

Reconciling Family, Care, and Work

Reconciling family, care, and work is a central theme in personnel policy. The VKKJ has 25 employees on parental leave, of whom 14 women and three men have returned to work. Only two female employees left the company after parental leave. Maintaining contact during parental leave and supporting the return to work are actively promoted.

In the SEB as well, a family-friendly working environment is of central importance. The share of part-time employees is 81%, and shift plans are created with consideration of care responsibilities. Requests for leave to care for dependents are handled in a solution-oriented manner. In addition, a complaint management system is in place to protect against discrimination.

Outlook and Challenges

Equality work in Leipzig has become significantly more professional in recent years. The development of a new equality plan with the goal of 2028 shows the strategic orientation. At the same time, the recruitment of both female and male professionals remains a challenge, particularly in areas such as forensic psychiatry, where the female share is 43%.

In the future, stronger networking with training institutions and the expansion of day jobs could help alleviate staffing shortages. It is also important to continue increasing transparency in equality work, for example through intranet information and public office hours.

Overall, it becomes clear that Leipzig is on the right track in actively integrating social and equality-related issues into its policy. The cooperation with partners such as the Henriette-Goldschmidt School or AOK Plus underlines the networking and the willingness to develop innovative solutions.
