With the fifth update of the Library Development Concept (BEK) for the years 2026–2031, the city of Leipzig has set a clear course: LSB will create more digital offerings and modern learning spaces in the coming years. A key focus is the digitization of 50% of the culturally significant items relevant to the public by 2031. With total costs of 5.85 million euros and funding from the European Regional Development Fund (EFRE), the Parkbogen Ost will be completed by 2027. In the field of transport, Leipzig is relying on innovation: Stages 3 and 4 of the future network have been implemented and planned. Particularly noteworthy is the new east-west tangent (Line 64) and the new Line 78, which connects Mockau-West with Engelsdorf. With the introduction of the night network in December 2026, Leipzig will also be mobile at night – and that with a budget of 2 million euros per year.

In educational policy, Leipzig also set impulses: With the goal of reaching 40% of classes 1–6 annually, LSB is strengthening its offers for kindergartens and schools. Climate and Environment: Leipzig is Becoming Greener
Leipzig also set impulses in climate protection. The Parkbogen Ost is not only a green space but also a model project for sustainable urban development. With photovoltaic systems, barrier-free paths, and a wide range of green spaces, it contributes to heat protection and biodiversity. In addition, the ecological network is being integrated into the update of the landscape plan – a step toward a comprehensive biodiversity strategy.
Another project launched is the pilot project for climate-sensitive health counseling. Here, the city is cooperating with the Medical Association of the Health Insurance Funds, the State Medical Chamber, and health insurance companies to develop new formats for preventive health measures. These initiatives show that Leipzig is not only pursuing climate goals but also improving the quality of life for its citizens.
Citizen Services and Administration: More Proximity and Digitization
The administration in Leipzig is making progress in digitization and citizen services. The Citizens' Service Bus, which is active weekly in Böhlitz-Ehrenberg and the southwest, is an example of greater accessibility. In addition, a new IT library management system is being introduced to simplify access to media and services. AI-supported services will make the administration more transparent and efficient.
Another highlight is the training program for advisory councils in the first quarter of 2026.
