In April 2026, Leipzig made decisions on the Pedestrian Development Plan, infrastructure investments, and cultural projects. Additionally, citizen participation was strengthened and new paths in climate protection and mobility were pursued.

Mobility in Focus: Safer Pedestrian Traffic and Climate-Friendly Solutions

In Leipzig, pedestrian traffic is being promoted more than ever. With the adopted Pedestrian Development Plan (PDP), the city has created a strategic foundation for the coming years. The goal is to increase the share of pedestrian traffic in the modal split and reduce fatal accidents – in 2024, there were 11 fatalities.

By 2030, 100 new pedestrian crossings or secured crossing facilities are to be created. Already in 2023 and 2024, 4.401 million euros were invested, and the city has set itself the goal of spending 10 euros per inhabitant annually on pedestrian infrastructure.

In addition to sidewalks and crossings, 30 km/h zones, pedestrian safety islands, and controls against sidewalk parking are part of the plan. In neighborhoods such as the Käthe-Kollwitz-Straße and the Zschocherschen Straße, pedestrian access is being specifically improved.

In addition, Leipzig is focusing on environmentally friendly mobility: In the SBB Nordwest, a cargo bike for the second-hand market is being acquired, and hydrogen-powered vehicles are being gradually integrated into the fleet. As of 2025, 21 of the total 25 planned vehicles have already been ordered.

Finance: Balancing Investments and Cost-Saving Measures

The city’s financial situation remains stable. In Q4 2025, Leipzig City Cleaning achieved a positive operating result of 2,105 euros, significantly above the planned result. However, there were deficits in areas such as winter services (-15,500 euros) and urban image maintenance (-611,000 euros).

In the budget for 2015–2026, a total of 1,928,555 euros was allocated to the districts of Seehausen, Plaußig, Lindenthal, and Lützschena-Stahmeln. In the cultural budget, theater productions under the direction of Lübbe (365,000 euros) and Weyde/Lomsché/Leander (373,000 euros) were supported.

The city plans to develop a sports facility strategy and create a digital sports facility atlas to improve the maintenance of sports facilities – especially those operated by independent providers.

Citizen Participation: Dialogue and Co-Creation

The city council dealt with 14 main topics, 12 resolution recommendations, 17 citizen inquiries, and 3 petitions, including topics such as residential development, climate protection, and local transport. Petitions such as VIII-P-02388-DS-01 (LEIPZIG FREEDOM WEEK) and VIII-P-01715-DS-01 (Monument for Victims of Russian Aggression) were discussed.

In addition to official participation, there are also citizen inquiries, for example on topics such as bike racks or the 100th anniversary of the Volkspark Kleinzschocher. The reappointment in the SBB Südwest is underway, and the Street Naming Working Group has approved several new street names.

Environment and Climate: Sustainability on Multiple Levels

In the area of environment and climate, Leipzig is focusing on waste prevention, noise protection, and climate protection measures. The municipal packaging tax is planned for 2027, but is currently suspended to evaluate the multi-use initiative.

Leipzig City Cleaning collected 146,794 tonnes of waste in 2025, including 25,852 tonnes of residual waste and 22,019 tonnes of organic waste. In addition, noise protection requirements were issued for the operator of the "Voyage" to protect the neighborhood.

In addition, the AgriPV project within the FLO-RALAT-Agri-PV-C2C will be presented, which combines photovoltaics on agricultural land. A meeting is planned for 04.05.2026.

Culture and Education: Support for Projects and Institutions

In April 2026, several cultural and educational projects were supported. These include:

  • „We are all a bubbling spring“ (1,600 euros)
  • Kindergarten Orientation Day (2,800 euros)
  • Summer offers at Schillerhaus Leipzig (1,000 euros)
  • Art installation „Spuren“ at former synagogue sites (500 euros)
  • Break for single parents (600 euros)
  • Summer festival of the allotment garden association (1,000 euros)

These projects contribute to cultural diversity and educational work in Leipzig and strengthen social cohesion in the city.

Outlook: More Safety, More Participation

April 2026 has shown that Leipzig remains active on multiple levels: in mobility, climate protection, financial planning, and citizen participation. The coming months will bring further investments in pedestrian traffic, the evaluation of the multi-use initiative, and the development of a sports facility strategy. In addition, city cleaning will remain a focus area – both in finance and in environmental work.
