In February 2026, the city of Leipzig intensified its engagement with health policy challenges. The focus was on the introduction of climate-sensitive health counseling, age-friendly urban development, and the increased visibility of preventive services.

Climate Change and Health – A New Approach in Leipzig

In February 2026, the city of Leipzig intensified its focus on the health impacts of climate change. Drawing inspiration from Bavaria’s pilot project, discussions are underway regarding the implementation of climate-sensitive health counseling. The goal is not only to inform patients about health risks such as heat stress or allergies, but also to promote behaviors that are both climate-friendly and health-enhancing.

The administration emphasizes that the medical self-administration – particularly the Saxon Medical Association and the Saxon Chamber of Physicians – is responsible for the concrete implementation of such counseling. Nevertheless, the city plans to raise awareness with the self-administration and, if the results from the Bavarian pilot project are positive, advocate for its introduction in Leipzig/Saxony. Continuing education for physicians and advisory services on climate-related health risks are part of the initiative.

Age-Friendly Urban Development: Leipzig Aims for WHO Certification

Another central topic was age-friendly urban development. The city of Leipzig is actively pursuing the proposal to be recognized as an age-friendly city in accordance with the WHO network “Age-friendly Cities.” This includes barrier-free spaces, affordable housing, social leisure opportunities, and easily accessible health services.

As part of strategic planning, an action program has already been initiated, to be developed and implemented through a broad participatory process. Existing measures such as the specialist plan “Open Offers for Social Participation” or the project “A Village for the Elderly” already contribute to implementation. The revised specialist plan planned for 2026 will play a key role in addressing the specific needs of low-income and socially isolated elderly individuals.

Prevention in the Spotlight – Increased Visibility for Health Services

Alongside climate change and aging, health prevention was also in focus. In a draft proposal by the SPD faction, it was suggested that existing municipal and independent offers for health promotion and prevention of addiction be presented in a more structured and transparent manner. The goal is to present these offers not only on the municipal website, but also in print in a more accessible way, and to raise awareness through targeted advertising campaigns.

In addition, it will be examined to what extent physicians and pharmacies can be sensitized to inform patients about preventive offers. The city of Leipzig already offers numerous self-help, addiction assistance, and psychiatric support services – these will be promoted more effectively in the future.

Facilitating Parking for Home Care Workers

Another decision-making criterion was the development of a model for short-term, case-specific parking facilitations for home care workers. The goal is to enable older people to remain in their homes independently for longer, reduce the need for inpatient care, and prevent social isolation. The administration has been tasked with developing a proposal for special parking permits titled “Caregiver on Duty.”


Health policy in Leipzig is proving to be multifaceted and forward-looking in 2026. With a focus on climate change, age-friendliness, and prevention, the city is not only implementing short-term measures but also developing sustainable concepts that could strengthen the health of the population in the long term.
