These decisions not only reflect current challenges, but also the ambitions to design a sustainable, livable, and climate-resilient city.

Building with Bauturbo – Accelerating Procedures

The introduction of the so-called "Bauturbo" according to the 2025 amendment to the Building Code (BauGB) was one of the central topics. Magdeburg is participating in an implementation laboratory of the federal ministry of construction and plans a twelve-month pilot phase. The goal is to accelerate building planning procedures through deviations from TA Lärm, exemptions and special provisions.

The new regulation enables the transfer of decision-making powers at the municipal level. This allows the city to respond more quickly to growing housing needs and investment projects. However, an adjustment of the main regulation is also required in order to enable the approval of the municipality in accordance with Section 36a BauGB. The application of Bauturbo is based on a catalog of criteria and a review scheme that ensure transparency and accountability.

Climate Adaptation and Green Space Development

Magdeburg is increasingly focusing on climate-adapted urban spaces. The Willy-Brandt-Platz will be redesigned as a climate-effective station forecourt. With partial sealing, tree planting and water-bound paving, the city will respond to the challenges of heavy rain and heat. In addition, an urban development concept is being discussed to complicate driving through the area around the Alte Markt – a step towards improving road safety and promoting pedestrian and cycling traffic.

The redesign of the Willy-Brandt-Platz is limited by funding until 2027, which underlines the urgency of the measures. In addition, soil protection policy is being given more consideration in construction projects: compaction risks and erosion risk are reduced by targeted mitigation measures such as selective excavation, selective backfilling and reclamation.

Mobility: Social Ticket, Cycling and Traffic Management
