Magdeburg's Budget in March 2026: Investments, Social Ticket & Zoo Financing
In March 2026, Magdeburg focused on key financial issues: from the introduction of the Social Ticket to street redesign and the finances of the zoo. A comprehensive overview.
Budget and Financial Policy in Magdeburg: March 2026
In March 2026, local politics in Magdeburg were marked by financial planning and implementation. Numerous projects were decided or initiated, which will have both short-term effects and long-term implications for the city's financial situation. The focus was on the financing of the Social Ticket, investments in municipal infrastructure, and the budget development of Magdeburg Zoo. A look at the most important decisions and background information.
The Social Ticket: A Pilot Project for Mobility and Inclusion
The introduction of the Social Ticket in Magdeburg is a central project that was approved as a pilot project in March 2026. With a municipal funding of 5 euros per person and month and a user contribution of 19 euros, the total annual cost amounts to 19.2 million euros.
The project duration is initially set for one year, from April 2026 to March 2027. With a target group of about 3,000 users per month, the project will be monitored not only from a social policy perspective but also financially. The additional cost for Department V is 1.96 million euros, while the Magdeburg Public Transport Company (MVB) will generate approximately 2.35 million euros through higher ticket revenues.
The funding is provided through budget adjustment lists in the 2026 budget plan, thus no additional burden on the overall budget is incurred. The Social Ticket is therefore an example of a targeted but financially secured measure in the city's social infrastructure.
Street Construction and Investments: Friedrich-Ebert-Straße / Gübser Weg
Another central project is the redesign of the intersection of Friedrich-Ebert-Straße / Gübser Weg. Here, an investment framework of 1.8 million euros was created, with planning costs rising to 326,500 euros by 2028. The funding is provided from own funds, while the examination of grants is being considered in the preliminary planning.
The start of construction is currently planned for 2029, unless grants are utilized. With grants, the construction could be realized by 2032. This project highlights how municipal financial planning responds to both short-term and long-term investment needs. The cost item exceeds the significance threshold of 1.5 million euros, underlining its financial importance.
Magdeburg Zoo: From Deficit to Surplus
The Magdeburg Zoo, which had a deficit of over 745,000 euros in 2023, achieved a surplus of 1.185 million euros in 2024. This was made possible by a combination of increased entrance fees, a financial support by the city of 1.0265 million euros, and an improved revenue development.
Although the number of visitors slightly declined by 25,000 to 245,000, the revenues could be stabilized through higher entrance fees. The city supported the zoo in repaying misused funds from a NORD/LB loan.
In addition, a release decision for the managing director and the supervisory board had been issued, and an external final audit by ECOAUDIT GmbH is planned for 2025. These measures show how the city ensures the economic stability of municipal institutions through targeted financial support and monitoring.
Tourism and Financing: Development of a Financial Concept
Magdeburg is increasingly relying on tourism as a growth driver. In March 2026, a comprehensive financial concept for tourism was discussed. The goal is to consolidate marketing budgets and to use the tourism tax (KAG) as well as external grants from the state, federal government, and EU.
The city is examining whether the acquisition of grants can cover the financial needs for marketing and management. The tourism tax, levied on hotel stays, is a central funding component. Implementation takes place within the framework of a tourism concept to be developed for 2026 to 2030.
Outlook: Budget Stability and Investment Planning
The 2026 budget planning shows that Magdeburg is proceeding cautiously but consistently in maintaining municipal infrastructure and financing social projects. Investment projects such as the Ring Bridges or the GWA neighborhood festivals are still subject to intensive coordination.
The financing of the Social Ticket remains a pilot project that will be re-evaluated in the next legislative period. The successes at Magdeburg Zoo show that even financially strained institutions can achieve stabilization through targeted measures.
Overall, Magdeburg appears in the March 2026 session as a city that consciously uses its financial resources to achieve both social and economic goals – a model for sustainable local policy.
