Education Policy in Magdeburg: Changes to Student Transportation, Parking Fees, and School Route Safety in Focus
In February 2026, Magdeburg took important decisions in the area of education and public institutions. The city not only reformed student transportation, but also introduced parking fees for teachers and students and addressed school route safety – with significant implications for students, parents, and the administration.
Education Policy in Magdeburg: Changes to Student Transportation, Parking Fees, and School Route Safety in Focus
Education policy in Magdeburg is currently evolving along several dimensions: In addition to the reform of the student transportation ordinance and the introduction of parking fees for teachers and students, issues of safety on the way to school are also central. In February 2026, decisive steps were taken in this regard, which could have far-reaching effects on the educational landscape of the state capital.
Reform of the Student Transportation Ordinance: More Transparency and Flexibility
The second amendment to the ordinance on student transportation in the state capital Magdeburg was adopted in January 2026 and took effect on the day of publication. The reform aims to improve legal clarity, simplify procedures, and ensure fairness – particularly for students at Waldorf schools and other schools operated by private entities.
The new regulation takes into account the actual school route to the school attended and ensures equal treatment for all students. Particularly noteworthy is the revision of § 2 (8) e), which allows the nearest school to be considered not the actual school if the attended school is operated by a private entity. This aligns with the principle of equal treatment and strengthens the freedom of school choice.
In addition, the "Student Ticket Magdeburg" has been established as a central instrument for student transportation. The free or 9-euro ticket is available through the Magdeburg Public Transport Company (MVB) platform and can be used flexibly within Magdeburg. The reform also introduces clear reimbursement regulations and limits costs to the amount of a reduced monthly subscription card from the MVB, thus increasing transparency and predictability.
Parking Fees at Vocational Schools: Criticism and Social Justice
In February 2026, it was decided to introduce fees for teacher and student parking spaces at municipal educational institutions. However, the implementation did not go unchallenged. Vocational students, exchange students, and trainees raised concerns due to their specific situations, leading to a request for a socially tiered fee calculation.
The administration has since considered potential solutions, including the introduction of daily parking tickets at vocational schools. Cooperation with the company FairParken was pursued to implement automatic license plate recognition and flexible pricing models. Nevertheless, it remains critical to observe whether the implementation is socially just and feasible for all involved – particularly at locations where parking space utilization is already high.
School Route Safety: Agnetenstraße as a Test Case
Another central topic was school route safety in the Agnetenstraße, particularly for students of the International Foundation Gymnasium (ISG). Due to traffic diversions caused by construction work in the Gareisstraße and the resulting increased traffic density, there was a high risk for students. Parents, teachers, and residents had already reported dangerous situations when crossing the street.
The administration rejected the proposal for an additional pedestrian traffic light, arguing that existing traffic light systems are sufficient. Instead, provisional measures such as speed limits and school crossing assistants were suggested. This has led to criticism, as these measures are considered insufficient and do not adequately ensure safety. An evaluation after the completion of the construction work in the Gareisstraße is also planned.
Outlook: Challenges and Opportunities
The February decisions show that Magdeburg remains active in the field of education – not only in terms of content, but also in implementation. The reform of the student transportation ordinance is a step toward greater transparency and equality, but the introduction of parking fees and the handling of school route safety highlight that there are still challenges to be addressed, particularly in terms of social justice and safety.
The coming months will show whether the reforms work in practice and whether they meet the expectations of those affected. The city faces the task of refining its education policy not only on paper, but also making it viable in reality – especially in a time when safety, equality, and accessibility are more important than ever.
