The initiatives cover both economic, infrastructural, and tourist aspects.

Special Fund and Investment Planning

With a special fund of 17.6 million euros, Halberstadt has created a significant financial instrument that goes far beyond the regular investment budget. This amount corresponds to ten times the normal annual investment budget and underlines the strategic importance of the upcoming projects.

Through targeted management of funding programs, the city can even increase the volume to over 50 million euros – a decisive impulse for municipal development. The use of the special fund is not arbitrary, but based on a clear concept approved by the city council on 02.07.2026.

Two central development directions have been defined:

  1. Business City: Investments in industrial zones, kindergartens, schools, public transport, and digital infrastructure.
  2. Experience City: Promotion of tourism, leisure opportunities, and experience design.

This dual strategy reflects the city's ambitions to remain competitive both economically and in terms of tourism.

Funding for the Districts

Another important element of the budget planning is the distribution of 1.635 million euros to the districts. The allocation is based on population size (as of 31.12.2025) and was decided during the budget workshop on 07.03.2026. The distribution is transparent and traceable:

  • Aspenstedt: 147,200 €
  • Langenstein: 530,100 €

The amount is derived from 10% of the total special fund (17.346 million euros), minus the funds directly allocated for Halberstadt itself.

This distribution is a clear signal for the strengthening of rural areas and marks a step towards an integrated urban and rural development.

Business City: Industrial Park and Startup Incubator

A key focus of the investments is the Industrial Park East I (IPO I), which is to be expanded using funds from the special fund. Planned measures include land acquisition, urban development planning, infrastructure development, and feasibility studies, to make the industrial park attractive for future investors.

In addition to traditional economic measures, a Startup House is also planned, which will serve as an incubator for young companies. The goal is to generate additional business tax revenues and to diversify the city's economic structure.

In addition, digitization and climate neutrality play a central role in the investment planning. The city is investing in modern infrastructure to improve both the economy and the quality of life for its citizens.

Modernization of Public Transport

Another focus of the budget planning is the modernization of public transport (PT). Through investments in infrastructure, barrier-free access, and digital applications, Halberstadt aims to secure and make public transport more attractive in the long term.

Planned measures include:

  • Modernization of bus stops with weather protection and real-time departure information
  • Electric buses with charging infrastructure
  • Digital ticket sales app
  • Light signal systems with priority for public transport

These measures not only contribute to climate neutrality but also strengthen Halberstadt as an attractive business and tourist city.

Experience City and Tourism

With the goal of increasing the number of visitors to over 200,000 per year, Halberstadt is focusing on the development of an experience village. This includes plans for 285 additional beds and about 40 full-time equivalents.

A central element of the tourism strategy is the digitization and diversification of leisure activities, for example through toy rental stations. The goal is to strengthen regional tourism and at the same time support local supply chains and service providers.
