Youth Café Speyer Süd – On the Way to Implementation

In March 2026, the project "Youth Café Speyer Süd" once again became the focus of public discussion. Following a specific inquiry from the SWG city council faction at the beginning of March, the committee discussed the current status on March 24. The project aims to create a central point of contact for young people in the southern district of the city. The SWG emphasizes that such a café would not only provide a social space, but could also serve as a platform for educational and leisure activities. The city administration confirmed that planning is at an advanced stage and currently focuses on financing and the search for an appropriate location. Critics, however, warn that previous projects in this area have often failed due to a lack of sustainability.

Bauturbo: Accelerating Housing Construction in Speyer

The biggest political debate in March revolved around the application of the so-called "Bauturbo" according to the law on the acceleration of housing construction and the securing of living space. The goal is to speed up the creation of affordable housing by allowing certain deviations from zoning plans under specific conditions. The city of Speyer has developed clear guidelines to ensure the application of the Bauturbo is transparent and fair. Deviations are only permitted in residential or mixed-use areas and must adhere to social quotas (at least 35%) and urban planning criteria.

The approval by the municipality under § 36a of the German Building Code is central, with the responsibilities between the city council, committee, and administration clearly regulated. Critics, however, warn that the Bauturbo could undermine the established planning framework. The city, on the other hand, stresses that it ensures that acceleration does not come at the expense of sustainability through clear guidelines and urban planning contracts.

Expansion of Traffic Infrastructure – Safety and Accessibility

Another central topic was the planned expansion of St. German Street and Iggelheimer Street. In both cases, the goal is to renew infrastructure to improve safety for pedestrians and cyclists and increase accessibility. The expansion of St. German Street is estimated to cost 900,000 € and will be partially funded by state grants. The measures include the renewal of gas and water lines, the widening of sidewalks, and the elevation of the road surface for better orientation for pedestrians.

In the area of the Siedlungsschule, a revised traffic concept was also approved, introducing a parking ban from Monday to Friday between 7 and 5 p.m. and concentrating parent taxis at a central stop. This measure aims to reduce traffic in front of schools and increase safety. An alternative would be a full expansion of the street, which, however, would be associated with high costs.

Conclusion

March 2026 was an intensive chapter for Speyer in terms of urban development. The discussions on the Bauturbo show how sensitive the balance between the need for housing and urban quality is. At the same time, the city is setting impulses towards an accessible and safe traffic infrastructure. With the Youth Café Speyer Süd and the expansion of St. German Street, Speyer demonstrates that it pays attention to both the future of the younger generation and the safety of its citizens. The challenge now is to implement these projects sustainably and with a citizen-oriented approach.
