In recent weeks, Speyer has been intensively engaged with the digitalization of administration, the promotion of volunteer work, and the modernization of governance. This blog post outlines the decisions that have been made, the challenges that remain, and how Speyer is positioning itself as a modern city.

Digitalization in the Fast Lane

The digitalization of administration in Speyer is well underway. With over 90 digital administrative services provided via the platform rlpDirekt, the city has taken a crucial step toward a paperless administration. These services range from digital building applications to online objections and e-payment options for fishing permits.

The current phase is no longer solely focused on implementation but rather on optimizing and streamlining digital processes. However, the responsible parties are encountering challenges: technical bottlenecks such as firewall issues and missing interfaces, as well as organizational difficulties in coordination and personnel planning, are hindering progress. A central challenge is the introduction of a feedback channel for citizens, which is intended to function via ELSTER, eID, or digital mailboxes.

Governance: Transparent and Citizen-Oriented

In recent weeks, the city of Speyer has also been intensively dealing with governance issues. A central topic was the obligation and reappointment of council members, as well as the discussion on the acceptance and use of donations in accordance with § 94 Abs. 3 GemO. These topics illustrate how the city is shaping itself transparently and in close contact with citizens within the framework of legal requirements.

Council meetings are now streamed live on the YouTube channel “Gremien Stadt Speyer,” and all proposals are accessible via the citizen information system and the council information system. In addition, the entire meeting process is archived as an audio recording, significantly improving the researchability and traceability of decision-making processes.

Strengthening Volunteerism – Securing Fire Safety

Another focus was on strengthening volunteer activities, particularly in fire and disaster protection. With a package of measures including awards, citizen receptions, and free usage options such as e-buses and parking spaces, the city will directly support its volunteer helpers. The measures are fully funded from the current budget – a good example of efficient and citizen-oriented politics.

Pilot Projects and Open Source: The Future of Administration

Speyer is currently testing various software solutions to further optimize administrative processes. For example, the integration of the specialized application MarktmeisterPRO with Civento processes was started in a test phase in March 2026. In addition, open-source software is being gradually introduced in areas such as address data management and fleet management. These steps are part of a strategic approach to make administration more transparent, flexible, and cost-efficient.

Outlook: A City in Transition

The decisions of the past few weeks show that Speyer is not only accelerating on the digital fast lane but is also actively shaping the future of administration and governance. The combination of technological progress, citizen-oriented politics, and financial transparency makes Speyer a city that is consciously modernizing – and in doing so, does not neglect the strengthening of volunteer engagement.
