Procurement in Mainz: Transparency, Processes, and Projects in March 2026
In March 2026, Mainz saw several important decisions in the areas of procurement, contracts, and building permits. The Procurement Committee and other committees made decisions regarding construction measures at the Mainz State Theatre and the long-term planning of the Sophie-Scholl-School.
Key Points of the Public Procurement Processes
In March 2026, Mainz recorded a number of significant decisions in the areas of construction procurement and project management. In particular, the works at the Mainz State Theatre and the planning for the Sophie-Scholl-School (Vocational School II) were in the spotlight. These projects not only reflect the city's priorities in infrastructure development but also illustrate the complexity of public procurement processes.
Awarding of the Mainz State Theatre Metalworks
During a special session of the Procurement Committee on March 11, 2026, it was decided to award the metal construction works at the Mainz State Theatre to the company Alberti Metallbau GmbH. The contract amount totaled 367,357.94 €, including 19% VAT. The administration had estimated the costs at 226,100 €, resulting in a significant additional expenditure.
The tender was conducted in accordance with § 16b paragraph 3 VOB/A and was carried out in the form of a restricted tender. Although eight digital applicants registered, only two bids were submitted. In addition to Alberti Metallbau GmbH, another provider participated with a significantly higher offer of 441,831.55 €. The decision was unanimous, with factors such as price, artistic elements, and existing cooperation with Alberti Metallbau GmbH playing a role.
Joinery Works in the Catering and Luggage Areas
Another contract awarded in March 2026 concerned joinery works in the catering and luggage areas of the Mainz State Theatre. The company Entedimension Einrichtungen GmbH received the contract worth 299,930.58 € (including VAT). This contract was publicly tendered and based on three submitted offers. The funding was provided through the 2026 economic plan.
Long-Term Planning of the Sophie-Scholl-School
In addition to the specific procurements, the long-term planning of the Sophie-Scholl-School (Vocational School II) location was also a focus in Mainz. In March 2026, the City Council confirmed the relocation decision from 2017 and decided to permanently relocate the school to Holzstraße 36. The total costs for the new construction at the Bruchspitze site amount to approximately 50 million euros.
The administration was tasked with carrying out structural renovation and improvement measures at the property on Holzstraße and creating the legal prerequisites for the educational use. The financing is carried out within the framework of the budget planning. As an alternative, the original decision remains in place, allowing the construction planning at the Bruchspitze to continue in parallel.
Outlook and Significance
The decisions in the areas of procurement, contracts, and permits in Mainz demonstrate how complex and transparent the processes in the municipal administration are. The relocation of the Sophie-Scholl-School and the construction measures at the Mainz State Theatre are not only symbolic of the development of educational and cultural infrastructure, but also examples of the challenges in public procurement. The combination of price, quality, and existing relationships plays a decisive role here.
In the coming months, there will certainly be further decisions that will shape the structure of the municipal infrastructure. Transparency in procurement and compliance with legal requirements will remain central topics.
