The Ludwigshafen Economic Enterprise (WBL) has approved decisive measures that invest in the city’s future while focusing on sustainability and occupational safety. The approvals range from groundwater remediation and sewer modernization to comprehensive investments in workwear and tree care.

Groundwater Remediation and Environmental Responsibility

A central project approved in this legislative period is the groundwater remediation in the Raschig area. Two measures were unanimously approved: technical expert supervision and sampling and analysis. These measures are part of a comprehensive remediation concept aimed at ensuring water quality in the long term.

The technical expert supervision is funded for three years (2027–2029) at an annual cost of 84,000 euros. Sampling and analysis are planned for 2027, with an option to extend for one additional year. The cost for 2027 is 100,000 euros.

The financial responsibility is shared among the contract partners (state, city, and company Raschig), showing that Ludwigshafen does not act in isolation on such projects, but within a framework of shared responsibility. These measures are also urgent, as they are required for environmental and health protection.

Investment in Workwear: Sustainability and Occupational Safety

Another central topic was the procurement of service and protective clothing by the WBL. With a total budget of 4.051 million euros including VAT, this measure is not only extensive but also a clear signal for sustainability and occupational safety. Since the costs exceed the EU threshold, an EU-wide tender is required.

The tender criteria are particularly strict: Hygiene, quality, environmental, and sustainability certifications are required. Particularly notable is the demand for fluorocarbon-free impregnation and sustainable fiber materials, showing that Ludwigshafen is consciously making ecologically responsible decisions.

The new workwear is to be distributed to all employees in departments 4-21, 4-22, and 4-24 in 2027. In the long term, an annual budget of 1.009 million euros is planned until 2030. This investment is not only a matter of occupational safety but also a step towards a unified and professional public appearance.

Sewer Modernization and Preparation for the Expansion of Line 10

The renewal of sewer connection lines in the Hohenzollernstraße is another project approved in this April. With a budget of 825,000 euros, 39 house connections and 3 sump pit lines will be renewed. The measure is urgent, as it is required in the short term to eliminate bottlenecks in the sewer system.

It is interesting to note that this renovation is directly connected to the planned expansion of Line 10, which will begin in the 4th quarter of 2027. The city is thus taking the opportunity to carry out necessary sewer measures before the tramway construction begins, which can reduce costs and disruptions.

Renovation of Residential Buildings and KfW Funding

Another focus was on the energy-efficient renovation of the residential building at Alter Frankenthaler Weg 63. The renovation costs have increased by 125,000 euros compared to the original cost estimate, making a measure increase necessary. The total costs amount to 375,000 euros including VAT.

The city is aiming for funding from the KfW up to 30% of the eligible costs (max. 300,000 euros) and has already submitted applications. The goal of the renovation is a KfW70EE measure package, which aims for particularly high energy efficiency. This shows that Ludwigshafen is not only investing, but also focusing on funding and sustainability.

Long-term Planning: Tree Care Until 2030

Another project that is crucial for the future is the framework agreement for tree maintenance in 2026 with an option for extension until 2030. With a total amount of 10.4 million euros including VAT, this is a long-term investment in the city's green infrastructure.

The tree care will be divided into three lots: northern part of the city, southern part of the city, and city center. Approximately 10,500 measures are planned annually, corresponding to an annual cost burden of 2.6 million euros. The cost estimate was adjusted by 20% due to price increases, showing that Ludwigshafen is dealing realistically with budget planning.

The tender is conducted throughout Europe in the VOB procedure, and individual contracts will be awarded after the framework agreement is concluded without a new tender procedure. This allows for an efficient and flexible implementation of the tree care measures.
