In April 2026, the Committee for Youth, Sports, and Schools convened to define the care concept for the 2026/27 school year. The results of this meeting show how Boppard is responding to the gradual legal entitlement to care until 4:00 PM and what challenges arise in the process.

Expansion of the Supporting Primary School

The city of Boppard plans to expand the Supporting Primary School (BGS) at the three primary schools in Bad Salzig, Boppard, and Buchholz starting with the 2026/2027 school year. The expansion is initially limited to Friday care until 2:00 PM. The reason for this is the current demand, which, according to a parent survey, is not sufficient to justify an expansion until 4:00 PM.

Group sizes vary: one group will be established in Bad Salzig, two in Boppard, and four in Buchholz. This differentiation reflects the regional demand, determined by the 2025 survey. Overall, it is evident that demand for the full-day school (GTS) is stronger than for the BGS. For example, 57.89% of parents in Boppard wish for care until 4:00 PM.

Financing and Costs

Financing the care offerings is a decisive factor. Although the city of Boppard covers part of the costs, the main burden lies with the parents in the form of care contributions. These are tiered according to the number of weekly care hours and, for example, amount to 45 € per month for up to 15 hours. For financially disadvantaged families, a 20% reduction is available, making access easier for low-income households.

Another financing aspect is the district youth office’s share: the Rhein-Hunsrück District covers 40% of personnel costs, which reduces the financial burden on the city. According to the committee’s decision, however, a projected reduction of about 2,000 € in municipal funds annually is to be expected. This shows how sensitive the financing of care offerings is and how strongly it depends on external factors such as state and district funding.

Parental Demand and Flexibility

The parent survey, conducted from June to July 2025, revealed clear preferences. Overall, parents wish for care from Monday to Thursday until 1:00 PM and on Fridays until 2:00 PM. This wish is reflected in the planning, but parents criticize the lack of Friday care and the perception of the full-day school as inflexible.

The BGS offers more flexible hours, but due to costs and staffing needs, it is not expandable everywhere. An expansion until 4:00 PM is not guaranteed, which is seen as a problem especially in Boppard and Bad Salzig. In Buchholz, where four groups will be established, there is greater flexibility, which is due to the local demand.

Forward-Looking: The Future of Care in Boppard

With the gradual legal entitlement to care until 4:00 PM starting with the 2026/2027 school year, Boppard faces new challenges. The city must not only adapt the care hours but also address the personnel shortage and ensure financing. Talks with the Rhein-Hunsrück District and the integration of the after-school program of the Kita St. Klara into the care concept are already underway, showing that Boppard is actively working on a forward-looking solution.

In the long term, it will be necessary to expand care hours and make the cost structure more transparent. The current situation shows that there is a high need for action to adequately meet the needs of parents and students. Boppard is facing the task of finding a balance between legal requirements, financial sustainability, and educational quality – a challenge that is not only relevant for Boppard, but for many cities in Rhineland-Palatinate.
