Housing, Climate, and Urban Planning: Key Developments in Witten in February 2026

In February 2026, Witten focused on crucial developments in urban development: the implementation of the Bauturbo Act, planning for new residential areas, and climate-friendly urban planning measures. Here's the in-depth look.

Accelerating Housing, Coordinating Urban Development

In February 2026, the city of Witten engaged intensively with the implementation of the federal law for the acceleration of housing construction (Bauturbo Act). The goal is to address the housing shortage without neglecting climate protection and social responsibility. The administration is currently developing an application concept to utilize the new legal opportunities—under clear guiding principles.

The Bauturbo in Practice: Opportunities and Limits

The Bauturbo Act, among other things, permits temporary housing construction in the outer areas (§ 246e BauGB) and provides flexibility in zoning plans, provided public interests are safeguarded. In Witten, this instrument is being used cautiously and purposefully. Approval from the city is required, and its application must be compatible with climate and environmental goals.

The Left Party faction advocated for the use of the Bauturbo Act to primarily benefit social housing projects and to keep land consumption limited. This proposal was referred to the committee and highlights the political tensions between rapid construction and sustainable planning.

Housing in the Inner City: The Waldstraße/Buchenholz Zoning Plan

An important project advanced in February is the 1st amendment to Zoning Plan No. 239 "Waldstraße/Buchenholz." The aim is to create a new residential area in the inner city to close urban planning gaps. The planning considers environmental concerns, traffic accessibility, and the protection of the forest. Public participation and comments led to adjustments, such as in the design of green spaces and parking areas.

The zoning plan also includes ecological mitigation measures such as reforestation and wildflower meadows. In addition, a drainage concept has been developed that considers heavy rainfall. Costs for infrastructure and green spaces may arise in the future, but no short-term financial impacts are planned.

Education and Green Spaces: The "Education Corridor" in the City Center

Another focus of urban development in Witten is the development of the so-called "Education Corridor" between Otto-Schott Comprehensive School, Albert-Martmöller Gymnasium, and the Vocational College. With a total funding of 960,000 euros, a public campus is being created featuring climate-friendly green spaces, green connections, and barrier-free infrastructure. The project contributes to climate resilience and strengthens the networking of educational institutions.

The measures are to be completed by 2031, in conjunction with the completion of the new Otto-Schott Comprehensive School. The planning is part of the Integrated Urban Development Concept (ISEK) for the City Center of Witten and shows how education and urban planning can go hand in hand.

Conclusion: Urban Development in the Tension Field of Housing, Climate, and Participation

The developments in Witten in February 2026 show how complex the challenges of urban development are. With the Bauturbo Act, new opportunities are available, but the city is using them cautiously and under clear ecological and social conditions. At the same time, Witten is focusing on long-term planning, such as the development of the education corridor, to not only create housing but also to promote quality of life and climate protection.
