The SPD council group originally proposed an additional 30,000 € to the existing sports allowance of 20,000 €, in order to maintain general sports promotion at least at 75%. This proposal was ultimately addressed with a request to increase the sports allowance to 40,000 € – although this came with the suspension of elite sports promotion and the promotion of sports events.
The suspensions of elite sports promotion and the promotion of association events (e.g., the Fettmarkt horse show) resulted in total savings of 10,000 €. At the same time, the direct sports association promotion of 40,000 € was also suspended, which was particularly controversial due to the high number of association subsidies (280 € to 9,500 €). The City Sports Association Warendorf e.V., representing 33 associations with over 13,600 members, strongly advocated for the continuation of these promotions – especially to support voluntary commitment.
The Citizen Energy Act as a New Opportunity for Sports
From 2026 onward, significant funds will flow into the city of Warendorf through the North Rhine-Westphalia Citizen Energy Act. A total of 590,000 € is budgeted for the years 2026 to 2029, of which 40,000 € can already be used in 2026 for voluntary expenditures in the sports sector. This provides a welcome opportunity to compensate for the cuts in the budget consolidation.
The City Sports Association has already announced that it will advocate for the inclusion of local sports in the use of these funds. This could lead to a stronger involvement of the population in sports policy decisions in the long term.
Furthermore, it was decided in the Sports, Associations, Volunteer Work, and Citizen Participation Committee to hold the sports awards ceremony every two years in the future. This reflects the limited financial flexibility due to the consolidation. Nevertheless, the awards ceremony remains an important signal for voluntary commitment in sports.
