The 2026 budget plan for Paderborn reflects the city's priorities and challenges for the year 2026. With a budget volume that must cover investments, ongoing costs, and financial risks, the city council decided to recommend the draft budget for several task areas with only a few abstentions. A central point is the approval of 2.091 million EUR for the construction project Mobility Hub, which is intended to serve as a central hub for sustainable mobility.

In addition, income targets for weekly market fees were reduced, and adjustments were made regarding motor vehicle operating substances. This follow-up list shows that the budget remains dynamic and responsive to changing circumstances. Parking Fees and Parking Guidance System: Criticism and Compromises

The increase in parking fees by 0.50 EUR per hour in the public and commercial areas was a controversial topic. Investments in security areas such as the fire department and emergency medical services remain a focus. For fire protection, more than 5 million EUR are planned until 2027, and almost the same amount is allocated for the emergency medical service. These investments are necessary to maintain the technical equipment and operational capability of the rescue forces.

Another focus is the Mobility Hub, which will be supported with 8.26 million EUR. This project is part of Paderborn's strategy to strengthen public transport and the infrastructure for sustainable mobility. In addition, investments in energy efficiency measures and climate protection funds are planned, which are intended to put the city on a path toward a more climate-friendly future.

Financing and Loans: Security through Planning

The financing of the investments is carried out through loan acquisitions and loan authorizations. For 2026, loans amounting to over 39 million EUR are planned, with repayments of 16.57 million EUR also taken into account. The maximum loan framework for liquidity security has been set at 30 million EUR, showing that Paderborn is relying on financial flexibility.

In addition, a departmental budget has been introduced, which is to serve as a flexible instrument for loan procurement costs. This instrument is particularly important in the case of unexpected costs or project delays.
