Urban development is a central theme in Mönchengladbach, encompassing infrastructural, social, and ecological aspects. In February 2026, several key projects were approved that will shape the city's planning well into the 2040s. Central to these were the construction of a bus depot, energy-efficient buildings, housing promotion, and adaptation to climate change.
The NEW Bus Depot: A Central Infrastructure for Mobility
In the district of Nord – Windberg, Mönchengladbach has adopted a zoning plan for the NEW Bus Depot. The project utilizes approximately 9.62 hectares of previously unused land from the former Niederrhein Barracks and creates a modern depot with administrative, workshop, and parking areas.
The planning comprehensively addresses architectural, ecological, and social requirements. Green roofs, solar modules, and a strict noise protection concept are mandated. Particularly notable is the clear designation of the special-use area: It is exclusively reserved for bus operations, clearly outlining the city's planning approach.
Another advantage: The NEW AG company covers the construction costs and, after completion, transfers municipal green and traffic areas back to the city. This model could be considered for replication in other projects.
Energy Policy and Climate Protection: The Path to Carbon Neutrality
Mönchengladbach has adopted a clear energy policy with the goal of achieving carbon neutrality by 2045. In February 2026, a climate adaptation action plan was approved, including measures to combat heatwaves and other consequences of climate change.
Heat pumps and solar systems are being expanded in municipal properties, and 15 photovoltaic (PV) systems have already been installed on public rooftops. In 2024, energy costs in municipal buildings amounted to approximately 10 million euros, underscoring the urgency of an energy-efficient transition.
Another project involves the shift to decentralized heating systems in future construction projects. In new zoning plans, such as in the "Am Torfbend" area, a mandatory heat pump requirement is even included. Such measures contribute to long-term decarbonization and demonstrate how urban development and climate protection can go hand in hand.
Housing Promotion and Social City: A Delicate Balance
In the area of housing promotion, Mönchengladbach approved 81 new subsidized rental units in 2025 with a total volume of 24.1 million euros. The city supports social housing, such as on Dahlener Straße, and implements a clear marketing policy to support low-income tenants.
As part of the "Social City" funding program, the second funding phase (2023–2027) is being implemented, with projects such as the redevelopment of Alten Markt and Mühlentorplatz. At the same time, the renovation area of Obere Hindenburgstraße/Waldhausener Straße is being further developed, with already acquired properties and completed projects such as the renovation of the Ernst-Reuter Sports Facility.
However, the challenge remains to meet the increasing demand for affordable housing. The 2024 housing market report clearly showed that modernization is necessary, rent price development is stabilizing, and vacancy rates remain high in some districts.
Future Readiness Through Transportation and Industry
Another focus of urban development is the connection to public transport. A railway station in the Güdderath industrial area is being examined, which would be part of the S-Bahn line S6 (Mönchengladbach–Cologne). The goal is to shift commuters from cars to public transport – a measure that is both ecologically and socially sensible.
At the same time, the Güdderath industrial area is being further developed, with an area of approximately 36 hectares. The lack of a rail connection is therefore considered a central planning task. In this context, the development of the airport and racecourse is also significant, where logistics and office buildings are planned.
Conclusion: A City in Transition
Mönchengladbach is moving along a clear path of urban development: Infrastructure, energy efficiency, social justice, and climate-friendly measures are shaping the planning process. The NEW Bus Depot is just one example of the many projects the city is launching. With clear goals set for 2045 and a close integration of urban planning, energy policy, and mobility, Mönchengladbach is positioning itself as a forward-looking municipality.
The challenges are significant, but the political and financial framework conditions – especially through NRW funding – offer opportunities. How these developments can be concretely implemented will be decisive in the coming years.
