One of the most significant decisions concerned the 37th amendment to the land use plan in the area of Sülzaue, which was unanimously discussed by the Urban Development Committee on April 21, 2026, and confirmed by the Council on May 5, 2026. The goal was to strengthen the Schiefelbusch farm by expanding the sales area by up to 650 m² and, at the same time, enabling multifunctional use with gastronomy, workshops, and housing for staff.
The parallel Zoning Plan 76.2 "Sülzaue" was also discussed in order to create the legal foundations. The zoning plan provides for compact development in the eastern part of the site, while the western part is to remain as a retention area and floodplain landscape. The planning takes into account both environmental and climate protection aspects, such as green roofs, green façades, and a retention basin for rainwater.
Another important project was the 40th amendment to the land use plan in the area of the Birk Fire Department, which was also approved. The aim was to reclassify agricultural land into an area for open-space photovoltaic systems in order to advance the energy transition. However, it turned out that the approval by the district government was denied, blocking the implementation.
2. Construction Land Debates and Zoning Plan Amendments
The designation of construction land remained a central topic. In Donrath, the 3rd amendment to Zoning Plan 66.3 "Am Hollenberg" was discussed, which was complex due to topographical and landscape conditions as well as legal hurdles (Federal Nature Conservation Act). The areas considered for construction land are steeply sloped and located in a forestry area. The administration examined whether the conversion is possible under certain conditions and advised the committee on legal and ecological risks.
A recurring application concerned the Hoffnungsthaler Straße in Honrath, where the designation of construction land on parcel 669 was requested. Although a repeatedly submitted citizen petition was submitted, the committee rejected the designation. The reasons: insufficient access, risk of splinter settlements, and the landscape protection status of the area. The designation of construction land in sensitive areas thus remains a controversial topic.
3. Solar Park Projects and the Energy Transition
The planned Solar Park Klasberg was another central project. With a capacity of 2,200 kWp and an annual feed-in of 2.625 million kWh, the solar park was to be built on 8.9 hectares. However, the planning faced resistance, particularly due to the lack of grid capacity and the effects on the water balance, microclimate, fauna and flora. Lohmar Stadtwerke withdrew the project, and a new discussion will be necessary with a new operator.
4. Critical Debates on Construction Land in Sensitive Areas
The designation of construction land in sensitive areas remained a controversially discussed topic. Another citizen petition concerned Weilerhohn, where a construction project on parcel 188 was requested. Since the plot is located in the outer area and no secure access exists, the administration rejected the designation. In addition, there was the risk of a splinter settlement, which would endanger the urban structure.
The citizen petition for a photovoltaic system at the Landhotel Naafs-Häuschen was also discussed. A permit was granted to the planning company, and the results were communicated to the citizens. However, the question remains whether such projects in sensitive areas are sustainable in the long term.

Urban development in Lohmar faces several challenges: climate protection, energy transition, landscape protection, traffic planning, and the balance between the demand for construction land and the protection of sensitive areas.
